SUPORTADO ni Senador Ronald “Bato” Dela Rosa ang pagsasabatas ng panukalang Senate Bill No. 2395, or the SIM Card Registration Act, na nag-aatas sa mandatory registration ng SIM card o subscriber identity or identification module, bago makabili.
Sa kanyang co-sponsorship speech, sinabi ni Dela Rosa na malaki ang maitutulong ng mandatory registration ng SIM cards laban sa paggawa ng online fraud o krimen.
“With the proposed measure…SIM card registration shall now be mandatory as a prerequisite for the sale thereof, including all existing SIM card subscribers with active services who shall likewise be required to register with their respective Public Telecommunications Entity,” ayon kay Dela Rosa.
Sinabi ng dating chief ng Philippine National Police na ginagamit ngayon ang cellphone ng mga scammer at terrorists elements sa ilegal na aktibidad.
Ayon pa kay Dela Rosa, ginagamit din ang cellphone sa bombing activities ng mga pinaghihinalaang terorista tulad ng pangyayari noong Enero 27, 2019 na nakita sa isang security footage na isa sa nagbomba ang may hawak ng cellphone na pinaniniwalaan nag-trigger ng pagsabog na tinudla ang dalawang simbahan sa Mindanao.
“By using unregistered SIM cards, criminal elements can conveniently hide their identities because “once the prepaid SIM card is disposed, there is no way for us to identify the perpetrator,” aniya. (ESTONG REYES)
