KINATIGAN ng Senado ang rekomendasyon ni Senador Richard J. Gordon na sampahan ng kaso ang ilang opisyales ng Bureau of Corrections (BuCor) at New Bilibid Prison (NBP) kaugnay ng maanomalyang implementasyon ng Republic Act 10592 o ang Good Conduct Time Allowance Law.
Kabilang sa mga sinampahan ng kasong paglabag sa Section 3(e) ng Anti-Graft and Corrupt Practices Act o ng Republic Act No. 3019 si dating BuCor chief Nicanor Faeldon dahil sa hindi pagsunod sa itinatakda ng Department Order No. 953.
Gayundin sina Ramoncito “Chito” Roque, hepe ng Documents and Record Section ng BuCor; Ma. Benilda “Mabel” Bansil, BuCor Senior Inspector); at Veronica “Boday” Buno, na tumanggap ng pera kapalit ng pagpapalaya sa ilang inmates at Dr. Ernesto Tamayo, director ng Directorate for Health Services ng NBP; Dr. Ursicio D. Cenas (Medical Officer); at Ms. Meryl Benitez (Nursing Attendant) na tumanggap umano ng pera kapalit ng pag-confine sa ilang PDLs sa New Bilibid Prison Hospital.
“The BuCor, alas, is manned by rotten apples, and corrupt officials. It is rotten to the core–and, from top to bottom. If we are to improve its functions, if we are to have the Bureau regain the trust of our people, no less than a massive change in personnel and in character is required,” giit ni Gordon.
Sa imbestigasyon ng Senate Committee on Justice and Human Rights at Senate Committee on Accountability of Public Officers and Investigations (Blue Ribbon), natuklasan na maliban sa ibinebentang GCTA, may iba pang anomalya sa NBP tulad ng prostitusyon, bentahan ng hospital confinement passes, pagpasok ng kontrabando at ilegal na pagtatayo ng mga kubol para sa drug convicts.
