TILA ngayon pa lamang ay nangagamba na ang Liberal Party (LP) na muling maitsapuwera sa minority bloc post sa Mababang Kapulungan ng Kongreso sa 18th Congress.
Ito ang marahil na dahilan kaya ngayon pa lamang ay umaapela si Albay Rep. Edcel Lagman ng LP, sa mga miyembro ng 18th Congress na tiyaking maibigay ang minoriya sa mga maliit na grupo sa Kamara.
Ginawa ni Lagman ang pahayag dahil pawang mga kaalyado ni Pangulong Rodrigo Duterte ang nagpahayag ng kanilang interes na tumakbo bilang House Speaker sa 18th Congress.
Kabilang sa mga matunog na tatakbong Speaker Taguig-Pateros Rep. Allan Peter Cayetano, Leyte Rep. Ferdinand Martin Romualdez at Marinduque Rep. Lord Alan Velasco at San Juan Rep. Ronaldo Zamora.
“Since the declared aspirants, without any exception, are with the coalesced parties of the administration, then they should agree among themselves to field a common administration candidate,” ani Lagman.
Sa pamamagitan nito, makasisiguro ang tatayong House minority leader ay hindi magmumula sa super-majority coalition tulad ng nangyaring ngayong 17th Congress kung saan mula sa partidong kaalyado ng PDP-Laban ang Minority leader na si Danilo Suarez ng Quezon.
Magugunita na tumakbo sa Speakership sina Davao del Norte Rep. Pantaleon Alvarez, Ifugao Rep. Teddy Baguilat at Suarez subalit ibinigay sa huli ang House minority leadership matapos pumangalawa sa nakakuha ng maraming boto.
Kinuwestiyon ito ng grupo ni Baguilat sa Korte Suprema subalit natalo ang mga ito kaya ngayon pa lamang ay nakikiusap si Lagman na ibigay sa totoong oposisyon ang nasabing posisyon.
“The Minority Leader must (1) represent the genuine opposition in the House; (2) articulate and pursue differing views; (3) act as a courageous sentinel of the people’s rights and sentiments; and (4) not be beholden to the administration nor an adjunct of the supermajority. A genuine Minority leader can only be assured if he or she is neither a member or a partisan of the administration nor handpicked by the ruling majority,” ani Lagman.
