NAISUMITE na ng Malolos City People’s Audit Team (MCPAT) sa tanggapan ng Independent Commission for Infrastructure (ICI) ang inisyal na set ng dokumento ng isinagawang imbestigasyon kaugnay ng napaulat na maanomalya at iregularidad na flood control projects ng Department of Public Works and Highways (DPWH) sa nasasakupan ng City of Malolos, noong Biyernes, Oktubre 10.

Nabatid na ang Pamahalaang Lungsod ng Malolos ay naglabas ng Executive Order No. 39, Series of 2025 noong Agosto 29, ilang linggo matapos ang privilege speeches sa Senado kaugnay ng pagkakadiskubre ng mga maanomalyang flood control projects, kung saan itinatag o binuo ang MCPAT na ang layunin ay mapatunayan at tukuyin ang mga iregularidad sa DPWH-implemented flood control projects sa kanilang lungsod.

Ayon kay Malolos City Mayor Christian Natividad, base sa isinagawang validation ng MCPAT, mula 2022 up to present ay umabot sa 106 flood control projects ang ibinaba sa City of Malolos sa ilalim ng implementor nito na DPWH First District Engineering Office para sa 30 barangays mula sa 51 barangays sa lungsod.

Nabatid na kasunod ng laganap na pagbaha sa maraming lugar sa Luzon kabilang ang Malolos dulot ng sunod-sunod na bagyong tumama nito lamang buwan ng Hulyo 2025, ipinag-utos ni Presidente Ferdinand Marcos Jr. ang imbestigasyon sa umano’y irregularities at ‘ghost projects’ sa flood control projects.

Bilang tugon, agad na binuo ni Mayor Natividad ang MCPAT sa ilalim ng EO No. 39, Series 2025, na binubuo ng city administrator, city engineer, city legal officer, city planning and development officer, 51 barangay captains at interesadong constituents na ang mandato ay i-validate, i-monitor at i-report sa mayor ang estado ng mga DPWH flood control projects at similar projects sa nasabing lungsod.

Base sa MCPAT report, mula sa 106 projects ay 27 dito ay completed, 27 ang ongoing, 13 naman ang not found o ghost projects, 8 ang substandard at may iregularidad habang 6 ang no data/unverified projects.

“This report highlights the City Government of Malolos’ commitment to transparency, accountability, and good governance, emphasizing the importance of DPWH cooperation in safeguarding the integrity of flood control projects and the welfare of the public,” wika ni Natividad.

May 2 barangay rin ayon sa alkalde, ang nahirapan silang tuntunin at nang madiskubre ay nasa lalawigan ng Batangas at Pangasinan ang coordinates ng proyekto.

Ang summary report ay isinumite sa tanggapan ni ICI Chairperson Ret. Justice Andres Reyes Jr. Hinangaan nito ang isinagawang effort ng Malolos City Government na kauna-unahan sa bansa na LGU-initiated na may audit report ng ganitong metikolosong resulta.

“Sa tulong ng MCPAT ay mapapadali ang trabaho ng ICI. Ang pinakamagandang hakbang natin dito is to help, look for answers sa thousands and millions of questions hounding our constituencies regarding this flood control projects that were implemented or should have been implemented within the territorial jurisdiction of the city of Malolos,” ani Natividad.

Kabilang din ang Wawao, Syms at Darcy & Anna na contractors ang nadiskubreng may kontrata sa mga proyekto sa Malolos.

Ayon pa kay Natividad, sa 13 identified ghost flood projects ay anim dito ay nasa Barangay Calero na isang coastal barangay.

Napag-alaman na aabot sa P50 million – P75 million ang halaga ng bawat flood control projects o higit-kumulang sa kabuuang halaga na P6.5-billion.
