TUTULUNGAN ng Estados Unidos ang Pilipinas sa iba’t ibang sektor kabilang ang food security at pagkamit sa digital economy.

Ayon sa US Embassy, magtatatag ang US Department of Agriculture ng food security dialogue kung saan magtutulungan ang Pilipinas at Amerika sa pagbuo ng resilient food systems at pinakamahuhusay na best practices para sa agricultural innovation at sustainability.

Idagdag pa rito, magpapalabas ang US International Development Finance Corporation (DFC) ng $20 million loan para sa Agri Exim Global Philippines, Inc., isang local processor ng organic coconuts para sa “derivative products”, para lumago ang pasilidad nito.

“[The initiative aims] to grow its processing facilities in the Philippines, helping thousands of local farmers get organic certification and connect to global supply chains and customers,” ayon sa embahada.

Hangad din ng Estados Unidos na makapartner ang Philippine telecom operator, ngayon ay Telecom para sa deployment ng 5G technologies sa Pilipinas.

“The partnership will provide “faster and more reliable digital services and increased broadband internet access” for Filipinos countrywide,” ayon pa rin sa Embahada.

Samantala, ang USAID, sa partnership nito sa SpaceX Starlink sa bansa ay susuporta sa paglulunsad ng unang Low Earth Orbit Satellite Broadband Service sa Southeast Asia.

“The satellite broadband service will provide reliable and affordable internet access to marginalized populations throughout the Philippines, thereby improving access to education, professional training, and opportunity,” ayon pa rin sa Embahada.

Idagdag pa, ilulunsad din ng USAID ang bagong five-year project na tinawag na “Strengthening Private Enterprises for the Digital Economy (SPEED) award.”

Plano rin ng USAID na suportahan ang bagong Advanced Manufacturing Workforce Development Alliance.

Sa Vax Rollout

Sa pagdating sa Pilipinas ni US Vice President Kamala Harris nitong Linggo ng gabi para sa kanyang three-day visit, kabilang sa mga inaasahang iaanunsyo nito ang $5 million investment ng gobyerno ng Estados Unidos para sa COVID-19 vaccine rollout at inisyatiba na tulungan ang Filipino veterans at child survivors sa online sexual exploitation.

Sinabi ng US Embassy, mag-iinvest ang US government ng $5 million para pabilisin ang vaccine rollout sa pamamagitan ng Global VAX initiative kontra COVID-19.

Bukod dito, mag-iinvest din ang US government ng $8 million para tulungan ang Pilipinas na pigilan ang hindi maiiwasang outbreaks, matuklasan nang mas maaga ang health threats at kagyat at epektibong matugunan sakali at magkaroon ng outbreaks.

“In addition, the US Centers for Disease Control & Prevention (CDC) have established a new country office in the Philippines. These efforts reflect the United States’ prioritization of US-Philippines health partnership under the Global Health Security Agenda (GHSA),” ayon sa embahada.

Idagdag pa, titiyakin naman ng US Department of Veterans Affairs sa Filipino veterans ng US military at kanilang pamilya ang makikinabang mula sa PACT Act.

Kabilang na rito ang paglulunsad ng Tagalog-language version ng PACT Act claims portal.

Nilagdaan ni US President Joe Biden ang PACT Act noong Agosto ngayong taon para bigyan ang henerasyon ng mga beterano at kanilang pamilya ng pangangalaga at benepisyong nararapat sa kanila.

Winika pa ng US Embassy na maglulunsad ang US government ng bagong programa kasama ang World Hope para labanan ang online sexual exploitation of children (OSEC) at suportahan ang OSEC survivors sa Pilipinas.

PH-US Security Ties

Samantala, ayon sa isang senior US administration official, ang pulong ni Harris kay Pangulong Ferdinand Marcos Jr. at Vice President Sara Duterte ay nakatuon sa pagpapalakas sa Philippine-US security alliance at economic relationship.

Muli nitong pagtitibayin ang US defense commitments sa Pilipinas at ang kahalagahan ng kanilang alyansa pagdating sa kapayapaan at katatagan sa South China Sea.

“They will discuss upholding international rules and norms,” ang pahayag ng isang US official.

“We anticipate there will be deliverables and new initiatives on this front, as well, related to the digital economy and upskilling and accelerating the transition to clean energy,” dagdag na pahayag nito.

Kabilang sa aktibidad ni Harris ang pakikipagpulong sa civil society activists bilang bahagi ng kanyang patuloy na suporta sa human rights at democratic resilience.

Magtutungo rin siya sa Puerto Princesa, Palawan para ipakita ang commitment ng administrasyon ng Estados Unidos na suportahan ang Pilipinas sa rules-based international maritime order sa South China Sea.

Itinuturing naman ng isang mambabatas sa Kamara na isang malinaw na signal sa China na sinusuportahan ng Amerika ang Pilipinas sa usapin sa SCS.

“We welcome Vice President Kamala Harris. We thank the United States for supporting our sovereign rights in the West Philippine Sea under the United Nations Convention on the Law of the Sea (UNCLOS) in accordance with the International Arbitral Award in July 2016,” ani Cagayan de Oro City Rep. Rufus Rodriguez.

Naunang bumisita sa Pilipinas si State Secretary Antony Blinken noong Agosto kung saan sinabi nito na agad gagana ang 1951 Mutual Defense Treaty ng dalawang bansa kapag inatake ang mga Pilipino sa South China Sea.

“An armed attack on Philippine armed forces, public vessels and aircraft will invoke the US mutual defense commitments under that treaty. The Philippines is an irreplaceable friend, partner and ally to the United States,” ani Blinken.

Thai Investments

Sa kabilang dako, nangako rin ang Thai industries na magbubuhos ito ng mas maraming investment sa Pilipinas partikular na sa pagkain at imprastraktura.

Ang commitment na ito ni Kriengkrai Thiennukul, chairman ng Federation of Thai Industries, ay inihayag niya sa isang roundtable conference ng Thai business leaders at Philippine economic managers at mga opisyal ng Bangkok.

“We are ready to support… investing in food security and infrastructure such as transportation and promoting tourism with the Philippines to enhance the business sector for mutual expansion between the two countries in the future,” ayon kay Thiennukul.

Nagpahayag ng kumpiyansa si Thiennukul ng “stronger partnerships” sa pagitan ng Thailand at Pilipinas na makatutulong sa paglago ng ekonomiya sa kani-kanilang bansa.

“We welcome to support trade, investment and other cooperation activities. I am confident that the cooperation and the close relationship between Thailand and the Philippines will help us achieve our economies’ trade and investment objectives and create mutual benefit for the two countries in the future,” dagdag na pahayag nito.
