DOT, DOLE MAY CASH-FOR-WORK PROGRAM PARA SA MGA NATANGGAL NA TOURISM WORKERS, TOUR GUIDES

Nilagdaan nina Department of Tourism (DOT) Secretary Bernadette Romulo-Puyat at Department of Labor and Employment (DOLE) Secretary Silvestre H. Bello III noong Oktubre 30 ang DOT-DOLE Joint Memorandum Circular (JMC) No. 2020-001, na naglalaman ng specific guidelines para sa probisyon ng cash assistance at cash-for-work program para sa mga empleyado sa turismo na nawalan ng trabaho dahil sa pandemya.

“Our tourism workers make up the life support system of the tourism industry. We are sincerely grateful to Secretary Bello and the DOLE for prioritizing our displaced tourism workers. We likewise thank our legislators for the enactment of the BAYANIHAN 2 law that will enable us to help our stakeholders regain economic strength giving renewed vigor to our industry and to our country. This financial assistance scheme and Cash-for-Work Program will prove once more that our government stands firm with the people,” pahayag ni Secretary Puyat.

Ang mga empleyado ng DOT-accredited tourism enterprises at local government unit (LGU)-licensed primary tourism enterprises na nagbawas ng kanilang workforce o humantong sa temporary o permanent closure ay makatatanggap mula sa programang cash-for-work, o makakukuha ng isang beses na tulong sa pananalapi na katumbas ng P5,000. Ang halagang ito ay nagmula sa P3 bilyon na alokasyon para sa mga manggagawa sa turismo sa ilalim ng Section 4 of Republic Act 11494 o ng Bayanihan to Recover As One (BAYANIHAN 2).

Ang mga miyembrong rehistrado ng Community-Base Tourism Organizations (CBTO) na apektado ng pandemya ay makatatanggap din ng tulong-pinansyal at makapag-aaplay para sa programang cash-for-work.

Ayon sa tourism chief, ang makakukuha ng naturang benepisyo ay mga manggagawang nawalan ng trabaho na aabot sa 7,951 mula sa DOT-accredited primary tourism enterprises at tinatayaang 8,433 LGU-licensed primary tourism enterprises. “With the joint effort and cooperation of the DOT and DOLE, we will work our best to carry our tourism industry workforce across these tides,” dagdag pa nito.

Samantala, ang JMC ay nagbibigay din ng guidelines kung paano makakukuha ng cash assistance para sa nawalan ng trabaho mula sa DOT-accredited or LGU-licensed Tour Guides, mula sa P100 milyong alokasyon sa ilalim ng BAYANIHAN 2.

Ang isang tour guide ay maaaring makatanggap ng isang beses na tulong-pinansyal o cash-for-work program, sa pasubaling siya ay isang miyembro ng isang tour guide organization o association na rehistrado na may kaugnayan sa LGU o National Government Agency noon o bago ang Disyembre 31, 2019; may isang valid DOT accreditation o isang LGU license, na ibinigay na hindi lalampas ng Agosto 2020; at sumailalim sa kaukulang training para mag-tour guide sa pamamagitan ng DOT pagkatapos mag-aplay sa tulong-pinansyal.
