MISTULANG ayaw ipabusisi ni Pangulong Ferdinand “Bongbong” Marcos Jr., ang 2024 national budget na nagkakahalaga ng P5.768 trillion kaya sinertipikahan na niya ito bilang urgent bill.

Ito ang tanging dahilan na nakikita ng Makabayan bloc sa Kamara sa certification na inilabas ni Marcos noong Miyerkoles, September 20.

“May urgency ba? Next year pa naman kailangan ang 2024 budget. Maski naman icertify ito ngayon di pa naman magagamit agad-agad. Ang magagawa lang ng certification ay ratsadahin ang debates na maikli na nga in the first place para mapagtakpan ang di tamang paggastos sa pera ng bayan,” ani House deputy minority leader France Castro.

Ayon sa kinatawan ng ACT party-list, may mga panahon na mahigit isang buwan binubusisi ang pambansang pondo sa committee level habang dalawang linggo itong pinagdedebatehan sa plenaryo.

Subalit ngayon aniya, 11 araw na lamang tumagal ang 2024 national budget sa committee level at 7 araw na lamang ito sa plenaryo ng Kamara bukod sa nililimitahan ang oras ng pagtatanong ng mga mambabatas.

“It is no wonder that many people think that the budget deliberations have been reduced to a venue to make vague, convoluted and even conflicting explanations on how the people’s money was spent on activities that are not part of their mandate and even ask for more funds for it,” ayon pa kay Castro.

Sa susunod na linggo ay inaasahang ipapasa na sa ikatlo at huling pagbasa ang pambansang pondo dahil hindi na dadaan sa regular na proseso na kailangan palipasin muna ang 3 session days bago pagtibayin sa final reading ang isang panukala.

Sinabi ng mambabatas na dalawang magkasunod na taon na 7 session days lang pinagdedebatehan ang pambansang pondo sa plenaryo ng Kongreso sa ilalim ng pamamahala ni House Speaker Martin Romualdez.

“It is the House of Representatives’ duty to scrutinize the budget and ensure that every centavo spent is legal, above board and for the best interest of the Filipino people. We are not the shield of the executive against transparency and accountability. It is only by doing this duty and standing with those they supposedly represent will Congress counter the allegation that it is a rubber stamp of Malacanang,” dagdag pa ni Castro.

Ayon sa Malakanyang, layon nito na tiyakin na mapopondohan ang iba’t ibang programa at proyekto ng gobyerno sa susunod na taon.

“Pursuant to the provisions of Article VI, Section 26 (2) of the 1987 Constitution, I hereby certify to the necessity of the immediate enactment of House Bill No. 8980, entitled: ‘An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty-One, Two Thousand and Twenty-Four,'” ayon sa Pangulo sa ipinadalang liham kay Romualdez.
