BATAS SA MANDATORY ROTC PINOPORMA NA

NAKIKIPAG-UGNAYAN na ang Commission on Higher Education (CHED) sa Department of Education (DepEd) at iba pang mambabatas para sa pag-draft ng batas na magbibigay-daan sa implementasyon ng mandatory Reserved Officers Training Corps (ROTC) course.

Sa katunayan, sinabi ni CHED Chairperson Prospero de Vera na nakikipag-usap na ang ahensiya kina Vice President at Education Secretary Sara Duterte at Senador Ronald “Bato” Dela Rosa para sa pagbalangkas ng kasunduan na pagsasamahin ang nilalaman ng lahat ng kaugnay na panukala.

“Nag-usap na kami ni Mayor Sara, together with Senator Bato dela Rosa who is spearheading the efforts in the Senate. Hopefully, we can have agreement soon and draft a bill that will now incorporate the content of all the other bills that have been filed. So hindi pa settled kung saan talaga siya,” ayon kay De Vera sa isang panayam sa isinagawang pagpapasinaya sa bagong Sotero H. Laurel Academic Resource Center sa Lyceum of the Philippines sa Maynila.

Masusi aniyang pinag-aaralan kung ang mandatory ROTC course ay ilalagay sa Senior High School level o sa Tertiary o College level.

“Marami pang mga views on whether to put it in Senior High, whether to put it at university level because we have to look a lot on the cost involved,” wika ni de Vera.

“The administrative requirements that it is needed also if these will unnecessarily increase the (academic) load of students in Senior High. All of these will have to be taken into consideration in the bill, [before it will] finally go to the discussion in the House and Senate but we have been fully working on it together with DepEd, the House, and Senate for this matter,” dagdag na pahayag nito.

Aniya, suportado niya ang mandatory ROTC dahil nakatulong ito sa kanya bilang isang indibidwal.

“I used to be an ROTC officer and so I know that ROTC has helped me and defined me as an individual. So, I support it personally,” aniya pa rin.

Matatandaang muling inihain ni Dela Rosa ang mandatory ROTC bill nitong 19th Congress.

Samantala, umaasa naman si Vice President Duterte na makakasama ang mandatory ROTC sa pangunahing legislative agenda ng administrasyong Marcos.

Ang mandatory ROTC program ay binasura noong 2002 kasunod ng pagpapasa ng Republic Act 9163 o “an act establishing the National Service Training Program (NSTP).”
