ASAHAN ang muling paghahari ng mga tutang crony at mga oligarkong kaalyado sa sandaling pagtibayin ng Kongreso ang kontrobersyal na Maharlika Wealth Fund (MWF), ayon sa isang dating Kinatawan sa Kamara.

Para kay dating Bayan Muna party-list Rep. Neri Colmenares, walang mapapala ang mga ordinaryong Pilipino sa pinagpipilitang palusuting panukalang magsusulong sa interes ng mga negosyanteng malapit sa Palasyo.

Sa isinagawang protesta kahapon sa labas ng Batasang Pambansa, nanawagan ang mga raliyista sa mga mambabatas na pairalin ang pagiging makabayan sa paraan ng pagbasura sa panukalang batas na tinutulak nina House Speaker Martin Romualdez, asawang si Rep. Yedda Romualdez (Tingog Party-list), Jude Acidre (Tingog Party-list), Marikina City Rep. Stella Quimbo at presidential son Rep. Sandro Marcos ng Ilocos Norte.

“The Maharlika Investment Corporation (MIC) may compromise, condone or release, in whole or in part, any claim of or settled liability to the MIC, regardless of the amount involved, under such terms and conditions as may be prescribed by the Board of Directors, upon favorable recommendation of the Advisory Body, to protect the interests of the MIC and the integrity of the MIF (last paragraph, Sec. 9 on Corporate Powers),” ayon sa militanteng dating kongresista batay sa MWF Bill na inaprubahan sa isang executive session ng House Committee on Bank and Financial Institution.

“Isang halimbawa, may utang ang isang firm na nag default o di nakabayad under one contract with the MIC. pwedeng pababain, kung di man i set aside altogether yung liability. or the MIC has a claim for damages from a firm, pwedeng patawarin na lang,” aniya pa.

“It will only take the recommendation of the Advisory Body and the okay of the board. This makes the chairman of the board very powerful and has billions of taxpayers money under his discretion. Tuwang-tuwa ang mga cronies at friendly oligarchs kung sakali,” dagdag pa ng dating mambabatas.

Samantala, pinabulaanan ni ACT party-list Rep. France Castro na wala na sa talaan ng mga ahensyang paghuhugutan ng paunang pondo para sa MWF ang Social Security System (SSS) at Government Service Insurance System (GSIS).

Ani Castro, sadyang itinago lang muna sa ilalim ng kategorya ng “additional funding” ng mga may-akda ng panukalang MWF ang SSS at GSIS sa talaan sa hangarin pahupain ang galit ng mamamayan.

“For now they are not including the Social Security System (SSS) and the Government Service Insurance System (GSIS) as the primary funders due to the public backlash but in the bill the said insurance systems are still open to fund the MWF, and they are just waiting for the people’s anger to simmer down,” ani Castro.

Pagsisiwalat pa ni Castro, dapat busisiin ang isang bahagi ng bagong bersyon kung saan aniya may probisyong nagbibigay kapangyarihan sa Board of Directors na kumuha ng pondo mula sa “ibang ahensya” ng pamahalaan kung kinakailangan.

Partikular niyang tinukoy ang Section 11, Paragraph 4 na nagsasabing – “Additional funding may likewise be sourced from investments of private financial institutions and corporations, as may be determined by the Board of Directors.”

Paniwala ni Castro, pasok pa rin ang SSS at GSIS sa ilalim ng kategorya ng “iba pang ahensya” ng pamahalaan.

“Ilulusot pa din nila ang Maharlika Wealth Fund at ipapasok pa din ang SSS at GSIS dito pati ang iba pang mga anti-mamamayang probisyon pero pahuhupain lang muna nila ang galit ng tao kaya marapat na ituloy natin ang pagpoprotesta laban sa ‘budol fund’ na ito para tuluyan na itong maibasura.” pagtatapos ni Castro.

WPS Gamitin

May panukala naman ang isa pang mambabatas sa maaaring pagkunan ng pondo ng MWF.

Ani Surigao del Sur Rep. Johnny Pimentel, kung nais ng gobyerno na mapondohan MWF ay maaaring gamitin nito ang resources sa West Philippine Sea (WPS) lalo na ang mga kikitain sa gas projects sa nasabing teritoryo ng bansa.

“We would highly recommend that all potential government earnings from prospective undersea gas development projects – excluding those from Malampaya – should accrue to the MIF,” ayon sa mambabatas.

Sinabi ng mambabatas na kapag natuloy na ang bagong gas project sa WPS ay kikita ang gobyerno ng mahigit P500 billion sa loob ng 20 taon na sapat na umano para mapondohan ang MWF.

Unang target ng panukala na makalikom ng P250 billion mula sa government financial institution(GFIs) tulad ng Government Service Insurance System (GSIS), Social Security System (SSS), LandBank, Development Bank of the Philippines (DBP) at Bureau of Treasury.

Dahil sa pagtutol ng mga miyembro, hindi na isasama ang GSIS at SSS kaya problemado ngayon ang gobyerno kung saan kukunin ang pondo.

Hindi umano sasapat ang pera ng Bangko Sentral ng Pilipinas (BSP) na pantakip sa GSIS at SSS.

“Once the Sampaguita gas discovery is eventually developed, we would want 100 percent of the royalties to be invested in the MIF for the long-term benefit of the Filipino people,” dagdag pa ng mambabatas.
