UMALMA si Senate Minority Leader Franklin Drilon sa umano’y pamba-blackmail ng Department of Defense (DND) hinggil sa hinihingi nitong pagmamadaling pagpasa sa Human Security Act kapalit ng pagbawi sa batas-militar sa Mindanao.
“Do not dangle lifting martial law in Mindanao in exchange for the speedy passage of the Human Security Act,” sagot ni Drilon sa pahayag ni Defense Secretary Delfin Lorenzana na posibleng magkaroon ng pagpapalawig ng Martial Law kung hindi aamyendahan ng Kongreso ang Human Security Act.
“The passage or non-passage of the amendments to the Human Securities Act is not a ground for extending martial law in Mindanao,” giit nito.
Nabatid na ang martial law sa Mindanao ay nakatakdang magtapos sa darating na Disyembre 31, 2019.
“The Constitution is clear: martial law may be declared if actual rebellion exists and Congress may extend the declaration if the rebellion persists and public safety requires it,” paliwanag pa ni Drilon sa pagsasabing naaayon ito sa Section 18, Article VII ng Konstitusyon.
