MAHARLIKA FUND PWEDENG SURIIN NG PUBLIKO – FMR

SA hangarin pahupain ang pangamba at agam-agam ng publiko, magiging bukas ang aklat ng pananalapi at transaksyong papasukin ng Maharlika Investment Fund (MIF), ayon kay House Speaker Ferdinand Martin Romualdez.

Maging ang mga itatalagang tagapangasiwa ng MIF, obligadong pairalin ang “ransparency” sa pagpapatakbo ng kontrobersyal na MIF para masigurong walang magaganap na milagro sa pondo.

“During the lengthy and exhaustive plenary deliberations on House Bill 6608, we have adopted various safeguards to ensure we can achieve the objectives of the Maharlika Investment Fund, and one of such is a provision to ensure transparency on relevant financial matters pertaining to the MIF,” ani Romualdez bilang tugon sa patutsada ni Albay Rep. Edcel Lagman.

Ani Lagman, mananatiling depektibo ang MIF sa kabila ng ginawang amyenda sa orihinal na bersyon ng panukalang sinalang sa Kamara.

“No avalanche of accepted amendments can cure the inherent chronic and substantial defects of the Maharlika Investment Fund (MIF),” litanya ng kinatawan mula Bicolandia.

Bukod sa pagbubukas ng aklat ng pananalapi ng MIF, bahagi rin ng tinawag na “safeguard provisions” ni Romualdez ang pagsusumite ng taunang statements of assets and liabilities (SALNs) ng lahat ng mga opisyales, audit documents ng mga internal auditor, external auditor at Commission on Audit (COA).

“We must bail out our people now from poverty, inflation and the dire challenges of recession, rather than investing in long-term ventures while our people may perish ahead without enjoying the promised fruits of Maharlika,” pahabol ni Lagman.

Suportado ni Socioeconomic Planning Secretary Arsenio Balisacan ang MIF dahil makatutulong sa social, economic development ng bansa.

“With the Marcos Administration’s Economic Team members, I reiterate my strong support for creating the Maharlika Investment Fund as a complementary vehicle to help us attain the objective of rapid but inclusive and sustainable economic development,” ayon kay Balisacan sa isang kalatas.

Sinabi pa ni Balisacan na ang partisipasyon ng investment funds, gaya ng MIF, ay maaaring maging behikulo para maka-attract ng resources.

Binigyang diin pa ni Balisacan ang pangangailangan ng bansa “to go beyond business as usual and be more ambitious than what has been done in the past decades.”

“The primary consideration here now is our need for vehicles that will attract investment funds which we can use for our development needs,” paliwanag ni Balisacan sabay sabing “We are aiming for a rapid transformation of our social and economic sectors and that will require a lot of resources.”

Habang ang batas ay naipasa na sa third at final reading ng mababang kapulungan ng Kongreso, masisimulan lang ng Senado na talakayin ang MIF kapag nagpatuloy na ang sesyon sa Enero.

Tiniyak naman ni Balisacan sa publiko na ang House version ay mayroong “stringent measures” sa kung sino ang makakasama sa MIF board na siyang mangangasiwa sa pondo. (May dagdag na ulat si CHRISTIAN DALE)
