NABUKO sa pagdinig ng House committee on dangerous drugs na pinamumunuan ni Rep. Robert Ace Barbers na humihingi ng 30% sa nakumpiskang shabu ang mga asset o tipster sa drug operations.
Dahil dito, agad nagpatawag ng hiwalay na motu propio investigation si Barbers para busisiin ang “reward system” dahil kung totoo aniya ito, walang katapusan ang problema sa ilegal na droga sa bansa.
“There are report that some of the agents or some of the PNP personnels who apprehend pushers are actually recycling back yung mga nahuli at may usapan na porsyento,” ani Barbers.
“Halimbawa may nahuling isang kilong shabu or marijuana yan, as tips by their assets, they will surrender yung ebidensya but retain large quantity where the assets ask by the agents to resell it back to the streets,” dagdag pa ni Barbers.
Itinanggi naman ito ng mga kinatawan ng Philippine National Police (PNP) subalit inamin na maraming pulis ang kinasuhan ng pagre-recycle ng ilegal na droga na kanilang nakumpiska sa operasyon.
Subalit, ayon kay Philippine Drug Enforcement Agency (PDEA) Director General Moro Virgilio Lazo, nang maitalaga ito sa nasabing ahensya noong November 2022 ay may nakausap siyang mga informant o assets matapos mahulihan ng mahigit 900 kilo ng shabu ang isang intelligence officer ng PNP anti-drug group.
“There were agents offering to give us…ang term nila trabaho, bibigyan kami ng trabaho. I personally sat down with some of them eh ang sistema sir, I do not have to spent anything. They will do all the work but they are asking 30 percent of seizure as their payment,” pagbubunyag ni Lazo.
Gayunpaman, tinabla umano ni Lazo ang alok ng ilan sa mga informant o assets dahil tanging monetary reward na nagkakahalaga ng P2 milyon ang inilalaan sa mga informant.
“I do not allow the payment of drug as the payment of their efforts your Honor,” ani Lazo.
“Yun ang ano….that’s a revealing statement DG Lazo no,” ani Barbers at sinabi na “that is very serious drug problem. If you have one kilo apprehended, 30 percent goes to the street. Kaya pala paulit-ulit. Pabalik-balik ang droga sa kalsada”.
Dahil dito, nagmosyon si Batangas Rep. Gerville Luistro na magpatawag ng hiwalay na imbestigasyon hinggil sa ‘commission scheme’ na posibleng dahilan kaya hindi matapos-tapos ang problema sa ilegal na droga sa bansa. (BERNARD TAGUINOD)
