Paalala sa mga nasa gobyerno KAHIT PASKO, WALWALAN BAWAL SA OPISINA

PINAALALAHANAN ng Civil Service Commission (CSC) ang mga empleyado ng gobyerno na iwasan ang uminom ng anomang alcoholic beverages sa tanggapan ng pamahalaan sa pagdiriwang ng Christmas at year-end parties.

Binigyang diin ni CSC Chairperson Karlo Nograles ang kahalagahan ng pagiging maingat sa pagdiriwang ng Christmas season, pinaalalahanan ang mga empleyado ng gobyerno na habang ito ang panahon ng pagsasaya at pasasalamat, panahon din ito ng mapanuri at paninindigan sa kanilang responsibilidad.

Sa kabilang dako, pinayuhan at pinagbawalan din ng CSC ang mga empleyado ng gobyerno na mag-solicit ng regalo para sa holiday celebrations.

“Let us maintain a professional and conducive working environment even during year-end and holiday celebrations,” ayon sa Pangulo sa kalatas na ipinalabas ng Malakanyang.

“Consumption of alcoholic beverages such as, but not limited to, malt, wine, and intoxicating liquor in the workplace by government officials and employees during office hours is prohibited under CSC Resolution No. 1100039,” ayon sa CSC.

“The mere act of consuming alcoholic beverages in the workplace during office hours as well as reporting for work while under the influence of alcohol shall be considered as an administrative offense, separate and distinct from the offense of Habitual Drunkenness,” ayon pa rin sa CSC.

Tinuran pa ng CSC na ang mga opisyal at empleyado na mahuhuling umiinom ng alak o iba pang alcoholic beverages “during office hours” o page-report sa trabaho na nasa ilalim ng impluwensya ng alkohol ay mahaharap sa disciplinary action at maaaring mapatunayang guilty ng “simple misconduct.”

“Simple misconduct in this regard is punishable by suspension for one month and one day to six months for the first offense, and dismissal from service for the second offense,”ayon sa CSC.

Gayunman, mayroong “exceptions” sa rule na ito, kabilang na ang “alcoholic beverage consumption during programs and rituals, such as ceremonial toasts and observance/honoring of local customs and traditions.”

Winika pa ni Nograles na ang pag-request ng raffle prizes o pag-solicit ng monetary contributions mula sa mga kompanya o stakeholders para sa selebrasyon ay ipinagbabawal sa ilalim ng Republic Act (RA) 6713, o Code of Conduct and Ethical Standards for Public Officials and Employees.

“May we always be reminded of our duties as public servants even during the holidays. The most fitting way to conclude this eventful year is by maintaining the same standard of excellence in our service that we have consistently provided throughout the entire year,” paalala pa ni Nograles.
