MISMONG si Public Works Secretary Mark Villar ang nagbigay ng kasiguruhan kay House Speaker Alan Peter Cayetano na pork-free ang budget ng ahensya.
Sa budget hearing ng House Appropriations Committee sa budget ng DPWH, sinabi ni Villar na walang pork barrel sa kanilang 2020 budget bilang tugon sa tanong ni Cayetano.
“President Rodrigo Duterte will not tolerate any pork barrel. Everything has gone through a vigorous process of vetting and rest assured Mr. Speaker, that there is none,” paliwanag ni Villar kung saan tiniyak din nito na walang parked funds sa DPWH gaya ng nabuko noong 2019 budget.
Sinabi ni Villar na para masiguro na walang korupsyon sa ahensya ay gumawa sila ng hakbang partikular na dito ang pagpapatupad software system sa buong DPWH.
“We monitor projects through the system application called the CMPA (Contract Management Procedures and Application System) that helps us,”dagdag pa ni Villar kung saan ipinagmalaki nito na isa sa naging bunga ng pagpapatupad ng nasabing sistema ay ang kanilang pagblacklist sa may 18 contractors.
Sa panig ni House Majority Leader Martin Romualdez sinegundahan nito na “ a thing of the past” nang maituturing ang usapin ng pork barrel.
“We are committed to work for transparency and accountability on the
national budget. We will comply with the Supreme Court ruling that outlawed any form of pork barrel. Definitely, the pork barrel system is a thing of the past. Line item budgeting system will be strictly observed to ensure transparency and accountability in the disbursement of public funds,”paliwanag nito.
Ang 2020 budget ng DPWH ay aabot sa P534.29B mas mataas ito ng 17% sa P454.79B noong nakaraang taon.
Sa naganap na budget briefing sinabi ni Villar na mula July 2016 hanggang May 2019 ay nasa 4,536 flood mitigation structures na ang kanilang nakumpleto habang pagdating sa mga kalsada ay may 9,845 kilometers na ng kalsada ang kanilang naisaayos samantala 2,709 tulay ang naipatayo at na-rehabilitate.
