SENADO IIMBESTIGAHAN ANG PWD CARD ISSUANCE

IIMBESTIGAHAN na ng Senado ang naglabasang ulat ng pang-aabuso at pamemeke sa persons with disabilities (PWD) card sa bansa.

Sinabi ni Senador Sonny Angara, isa sa may-akda ng Republic Act 10754 o ang batas na nagbibigay ng mas malawak na benepisyo at pribilehiyo sa mga PWD, na napapanahon nang pag-aralan muli ang pagpoproseso sa pamamahagi ng PWD ID cards dahil nagagamit na ito sa panloloko.

Sa inihain nitong Senate Resolution No. 455, sinabi ni Angara na ang pagkalat ng pekeng PWD ID cards ay hindi na bago ngunit muling naungkat nang maging viral sa social media ang larawan ng isang buong pamilya na may PWD cards.

“RA 10754 is intended to provide PWDs the opportunity to participate fully into the mainstream of society by providing them with at least 20% discount and exemption from the value added tax on the purchase of goods and services such as food, movie tickets, medicine and transport fares. It is unconscionable, to say the least, for some people to abuse this for their own benefit,” sabi ni Angara.

“We need to tighten up the process involved in issuing these cards so that only legitimate PWDs will enjoy the benefits under the law,” dagdag nito.

Paliwanag pa ng senador, base sa panuntunan ng National Council on Disability Affairs (NCDA), ang PWD ID card ay ibinibigay sa kuwalipikadong PWD na mayroong permanent disabilities na may kaugnayan sa psychosocial, chronic illness, learning, mental, visual, orthopedic, speech and hearing conditions.

“This includes persons suffering from disabling diseases resulting to the person’s limitations to do day to day activities as normally as possible such as but not limited to those undergoing dialysis, heart disorders, severe cancer cases and such other similar cases resulting to temporary or permanent disability,” ayon sa batas.
