FOOD SECURITY BILL, INIHAIN SA SENADO

ISINUSULONG ni Senador Leila de Lima ang panukala para sa paglalatag ng mga hakbangin laban sa pagkagutom at upang protektahan ang karapatan ng taumbayan sa suplay ng pagkain.

Inihain ni De Lima, chairperson ng Senate Committee on Social Justice, Welfare and Rural Development, ang Senate Bill No. 2458 para sa paglalatag ng programa upang makamit ang zero incidence of hunger sa loob ng 10 taon.

“This bill seeks to address the grave incidences of hunger and food insecurity in the country, consistent with the principles of the 1987 Constitution, specifically the right to life and human dignity, and the enshrined policy of an integrated and comprehensive approach to health development,” paliwanag ni de Lima.

Sa Nutrition Assessment Survey mula November 3 hanggang Dec. 3, 2020, natuklasan ng Department of Science and Technology na sa 5,717 households na na-survey, 62.1% o anim sa bawat 10 ang nakaranas ng matinding food insecurity.

Binigyang-diin ni De Lima na ang bawat tao ay may karapatan sa mabuhay na may sapat na suplay ng pagkain na madaling makuha.

“Adequate food is not a matter of charity, but a basic human right and a prerequisite for total well-being,” diin nito.

Sa ilalim ng panukala, bubuo ng Commission on the Right to Adequate Food na direktang nakaugnay sa Office of the President.

Ang komisyon ang babalangkas ng mga polisiya para matiyak sa right to adequate food.

Bubuo rin ng national food policy na tugma sa sa mga regulasyon ng Inter-Agency Task Force (IATF) on Zero Hunger. (DANG SAMSON-GARCIA)
