MAHIGIT 200 empleyado sa newly-create province ng Maguindanao del Norte (MDN) ang hindi sumasahod sa gitna ng kaguluhan sa pagitan ng liderato ng bagong probinsya at ng regional government ng Bangasamoro Autonomous Region in Muslim Mindanao (BARMM).

Dahil sa suliraning ito ay hindi makuha ng MDN provincial government ang pondong P1.8 billion na inilaan ng national government para sa operational and maintenance expenses para sa kasalukuyang taon.

Ayon kay acting MDN provincial administrator Atty. Mohajiroe M. Lauban, hindi mailabas ng probinsya ang pondo upang panustos sa operasyon at sa pagdadala ng pangunahing serbisyo sa mamamayan ng probinsya.

Ipinaliwanag nito na upang mailabas ang pondo, kailangang magtalaga ng provincial treasurer sa MDN at humiling na ang probinsya sa Bureau of Local Government Finance, Regional Office XII, Koronadal City (BLGF) na payagan ang provincial treasurer ng mabuwag ang Province of Maguindanao na siyang gumawa ng trabaho habang nagkakaroon ng transition.

“The BLGF, however, required the submission of ‘appropriate legal documents’ relative to the commencement of MDN which were then duly submitted but the said office still did not act on the request noting that the transitory provisions of RA 11550 may no longer be applicable and sought the clarification and guidance of other offices on the matter,” dagdag pa nito.

Iginiit ni Lauban na dapat nang maresolba ang problema dahil ang patuloy na pagkabalam sa pagtatalaga ng Provincial Treasurer sa MDN ay malaking pinsala sa araw-araw na operasyon ng provincial government.

Tanging ang Pangulo ang makapagbibigay ng mabilis na solusyon sa problemang pinansyal ng kinakaharap ng bagong lalawigan.

Ipinaliwanag ni Lauban na: “We need the money to pay for the salaries of our more than 200 employees. They need food on the table for their families, pay their utilities, tuition, fare to go work and for their children that go to school, medicines for those sick.”

“The fact that they have no salary has made them anxious and depressed thinking how long can they hold on,” saad pa nito na idinagdag din na “the province operations are either funded from the personal money of employees or borrowed  to secure goods and services essential for delivery of basic services.”

Umaasa ang mga empleyado na isantabi muna ng magkakalabang politiko ang kanilang hidwaan alang-alang sa nalalapit na holy month ng Ramadhan at sa pagdating ng susunod na national at local kung saan ihahalal ang mga bagong lider upang ang bagong MDN ay umusad na.

Ipinaliwanag ni veteran election lawyer Manuelito Luna na ang appointment ni MDN Acting Governor Bai Fatima Ainee Sinsuat, Acting Vice Governor Datu Sharifudin Tucao Mastura pati na ang miyembro ng provincial board ay maliwanag na sinasaad sa ilalim ng Section 50 ng RA 55110, na kilala din bilang “Charter of the Provinces of Maguindanao del Norte and Maguindanao del Sur.”

Binigyang diin ni Luna na ang “RA 11550, Article IX, Transitory and Final Provisions, Section 50 paragraph (A), specifically states that the vice governor and the next ranking elective member of the Sangguniang Panlalawigan of the present Province of Maguindanao, who are residents of the new Maguindanao del Norte shall assume as its acting governor and acting vice governor, respectively and both shall continue to serve in office until their successor shall have been elected and qualified.”

“Their (Sinsuat and Mastura) being residents of municipalities constituting the new province of Maguindanao del Norte also support their designations under the Plebiscite law,” dagdag pa nito
Ang paglilinaw ay ginawa ni Luna para sa mga nagtatanong na ang pagkakatalaga kay Sinsuat bilang governor ay hindi naaayon sa layunin ng RA 11550 dahil ang plebisito para sa ratipikasyon ng paghati sa Maguindanao ay ‘di nauna sa May 9, 2022 elections.

Ipinaliwanag nito na:  “the intent of the law  and its interpretation remains the same even as the Commission on Elections (Comelec) moves the plebiscite to September 17, 2022 or four months after the 2022 national and local elections.

Iginiit pa niya na ang Comelec, ay may kapangyarihan na ipagpaliban ang pagsasagawa ng plebisito.
