INIREKOMENDA ng Senate Committee of the Whole na pinangunahan ni Senate President Vicente “Tito” Sotto III ang paghahain ng kasong kriminal at administratibo laban kina Health Secretary Francisco Duque III, dating PhilHealth President Ricardo Morales at iba pang opisyal ng state insurer dahil sa iba’t ibang iregularidad.

Limang isyu ang naging pokus ng imbestigasyon ng komite laban sa PhilHealth kabilang na ang kwestyonableng Interim Reimbursement Mechanism (IRM); Information and Communication Technology (ICT) project; manipulasyon sa financial statements ng ahensya; irregularities sa Legal Sector at sa B. Braun Avitum Dialysis Centers.

Sa rekomendasyon ng komite, bukod kina Duque at Morales, pinasasampahan din ng kasong paglabag sa Anti-Graft and Corrupt Practices Act sina Atty. Rodolfo del Rosario Jr., Senior Vice President for Legal Sector;  Ms. Jovita Aragona, Senior Vice President for Information Management Sector; Mr. Calixto Gabuya Jr., Acting Senior Manager, IT and Management Department; Arnel de Jesus, Executive Vice President and COO; Renato Limsiaco Jr., Senior Vice President for Fund management sector; at Israel Francis Pargas, Senior Vice President for Health Finance Policy.

Karagdagang kaso ng malversation of public funds, illegal use of public funds at paglabag sa National Internal Revenue Code ang inirekomenda laban kina Duque, Morales, de Jesus, Limsiaco at Pargas.

Habang dagdag na kasong paglabag sa Revised Penal Code partikular ang negligence at tolerance ang inirekomenda laban kay del Rosario; falsification, fraud against public treasury, removal concealment or destruction of documents at paglabag sa government procurement act para naman kina Aragona at Gabuya.

Bukod sa kasong kriminal, hiniling din ng komite sa Department of Justice at Ombudsman ang paghahain ng kasong administratibo laban sa mga opisyal.

Naglatag din ang komite ng iba’t ibang repormang maaaring ipatupad sa PhilHealth, Department of Budget and Management at sa Governance Commission for GOCC upang maiwasang maulit ang mga iregularidad.

Sa kanyang sponsorship speech, binigyang-diin ni Sotto na mas mabigat ngayon ang pressure sa government finances dahil sa mas malawak na implementasyon ng Universal Health Care Act.

Sinabi ni Sotto na sa ngayon ay may malalim na butas ang PhilHealth na hindi pa magiging malinaw kung gaano kalalim hangga’t hindi naliliwanagan ang tunay na estado ng PhilHealth finances.

“PhilHealth is hemorrhaging because of the inefficient running of the corporation, compounded by corrupt practices inside. Fortunately for us, the latter two causes are preventable and can be solved by us. We must thus exert our utmost authority and vigilance to rid PhilHealth of undesirable and, punish to the fullest extent of the law, criminals…Less than this, we cannot allow,” diin ni Sotto.
