SA gitna ng mga anomalya sa flood control projects, nais ng isang mambabatas sa Mababang Kapulungan ng Kongreso na tanggalin sa Department of Public Works and Highways (DPWH) at Metro Manila Development Authority (MMDA) ang responsibilidad sa nasabing proyekto.

Ito ang nakasaad sa House Bill (HB) 3107 na inakda ni Surigao del Norte Rep. Bernadette Barbers para sa pagbuo ng National Flood Control Authority o NFCA na siyang mangangasiwa sa lahat ng flood control projects.

Ginawa ng mambabatas ang panukala dahil sa kabila ng trilyong piso na ginastos sa flood control projects ay lalong lumalala ang pagbaha, hindi lamang sa Metro Manila kundi maging sa iba’t ibang bahagi ng bansa.

“In response to this recurring national problem, this proposed measure seeks to create a National Flood Control Authority (NFCA)—an independent, specialized agency mandated to take the lead in studying, planning, designing, and implementing a comprehensive National Flood Control Master Plan,” ani Barbers.

Sa ngayon ay ang DPWH ang nangangasiwa sa flood control projects sa iba’t ibang bahagi ng bansa habang ang kahalintulad na proyekto sa Metro Manila ay ang MMDA ang nagpapatupad.

Sa susunod na taon, P272.333 billion ang inilaang pondo sa flood control projects na ipatutupad ng DPWH sa iba’t ibang bahagi ng bansa habang P2.593 billion naman sa Metro Manila sa ilalim ng MMDA.

“President Marcos Jr. himself, in public statements, has expressed concern and frustration over the ineffectiveness of ongoing flood control programs, even calling out projects that have failed to deliver despite considerable funding. These remarks underscore the urgent need for a structural and institutional reform in the country’s approach to flood risk management,” paliwanag pa ni Barbers.

Nakasaad din sa panukala na walang FC projects ang ipatutupad na walang masusing pag-aaral na isasagawa muna para matiyak na mapakinabangan ito ng taumbayan sa mahabang panahon.

“Given the worsening climate realities and the undeniable failure of past approaches, it is high time for the country to adopt a bold and specialized institutional solution. The creation of the NFCA is not merely a matter of policy innovation—it is a necessity for national survival and resilience,” paliwanag pa ni Barbers.
