EMERGENCY POWERS KAY PRRD PARA SA PHILHEALTH, KINONTRA

KINONTRA ng dalawang senador ang panukala ng ilang mambabatas na bigyan ng emergency powers si Pangulong Rodrigo Duterte upang maresolba ang problema sa Philippine Health Insurance Corp. (PhilHealth).

Ayon kay Senate Minority Leader Franklin Drilon, may sapat na kapangyarihan ang Pangulo upang magpatupad ng reporma at balasahin ang mga opisyal sa government owned and controlled corporations (GOCCs) sa ilalim ng GOCC Governance Act or Republic Act 10149.

“There is no use for emergency powers. We will oppose it in the Senate. The President can reform and reorganize PhilHealth without emergency powers from Congress,” saad ni Drilon.

Iginiit pa ng senador na malawak na ang kapangyarihan ng Pangulo sa ilalim ng konstitusyon at mga umiiral na batas para maresolba ang mga problema sa PhilHealth.

Sa panig ni Senate President Vicente “Tito” Sotto III, sinabi nito na sa kasalukuyang mga kapangyarihan ng Pangulo, may sapat na itong kakayanan para ayusin ang PhilHealth.

“I don’t know what is incorporated or included in their (House) proposal to give the President emergency powers…because as far as we are concerned, most of us in the Senate is concerned.

We know that in this part of the globe, the President of the Philippines is the most powerful president,” diin ni Sotto. (DANG SAMSON-GARCIA)
