WALANG plano ang liderato ng mababang kapulungan ng Kongreso na upuan ang impeachment complaint laban kay Supreme Court (SC) Associate Justice Mario Victor Leonen.

Ito ang tiniyak ni House deputy speaker Rufus Rodriguez sa Ugnayan sa Batasan forum kahapon kaugnay ng impeachment complaint na isinampa ni Filipino League of Advocates for Good Governance (FLAGG) Secretary General Edwin Cordevilla laban kay Leonen.

Noong Martes ng gabi ay pormal nang ni-refer ni House majority leader Martin Romualdez ang impeachment complaint ni Cordevilla laban kay Leonen sa House committee on justice na pinamumunuan ni dating Court of Appeals (CA) Justice at ngayo’y Leyte Rep. Vicente “Ching” Veloso.

“I believed before October this should be finish. Because we have to do it. We should finish it, its our constitutional duty,” ani Rodriguez.
Maraming impeachment case sa mga nagdaang Kongreso ay inupuan ng mga kongresista hanggang sa mapaso na lamang subalit sa kaso ni Leonen ay tiniyak ni Rodriguez na matatapos bago sumapit ang Oktubre.

Bukas din umano ang mambabatas sa posibilidad na ituloy ang pagdinig kahit naka-sine die na ang Kongreso mula sa Hunyo 4, 2021 hanggang Hulyo 25, 2021.

Hanggang kahapon ay wala pang itinakdang petsa si Chairman Veloso kung kailan sisimulan ang impeachment process kung saan unang idedetermina kung sufficient in form at sufficient in substance ang isinampang reklamo laban kay Leonen.

Pwedeng tapusin ng 100 congressmen

Ayon pa kay Rodriguez, maaaring tapusin agad ang pagdinig sa impeachment process kung aabot sa 100 congressmen ang mag-eendorso sa impeachment complaint.

“That’s the third option. The option of being able to have hundred, one hundred signatures…the impeachment complaint will immediately transmitted to the Senate, and that complaint becomes the article of impeachment. So diretso yan…hundred signatures diretso sa Senado,” paliwanag ng mambabatas.

“Moot na yung mga hearings. Wala na. Hundred persons (congressmen) already express their supports to the impeachment, wala na. Just goes up [in the Senate],” dagdag pa ni Rodriguez.

Sa ngayon ay tanging si Ilocos Norte Rep. Angelo Marcos-Barba ang nag-endorso sa impeachment complaint ni Cordevilla subalit hindi isinasantabi na madagdagan ito at umabot sa 100 tulad ng nangyari sa impeachment case ni dating Pangulong Joseph Estrada noong 2000.

Conscience vote

Ayon naman kay House minority leader Joseph Estephen “Caraps” Paduano, walang mangyayaring block vote sa pagdedesisyon sa impeachment case ni Leonen sa hanay ng minorya.

“Each member of the minority with voting rights in the committee is free to deliver their conscience vote on the impeachment,” ani Paduano.
Pinasisiguro rin umano ng nasabing grupo na masusunod ang tamang proseso sa pagtukoy at pagpapataw ng desisyon sa impeachment complaint laban kay Leonen.

Si Leonen ay kinasuhan ng culpable violation of the constitution dahil pinatutulog umano nito ang mga kaso sa kanyang sala at betrayal of public trust dahil hindi ito naghain ng kanyang Statement of Assets, Liabilities and Net worth (SALN) sa loob ng 15 taon noong nagtatrabaho ito sa University of the Philippines (UP) bago itinalaga sa Korte Suprema noong 2012.
