NAKIKIPAGTULUNGAN ngayon ang Joint Task Force COVID Shield sa Department of Science and Technology (DOST) na pinamumunuan ni Secretary Fortunato dela Peña para makalikha ng online platform para sa mabilis na pagpoproseso ng mga kinakailangang dokumento para sa local travels ng mga non-APOR (Authorized Persons Outside Residence), kabilang ang Locally Stranded Individuals (LSIs).

Tinagurian itong Safe, Swift and Smart Passage, or S-PaSS, na magsisilbing online access ng mga tao para maipabatid ang travel protocols ng Local Government Units (LGUs) at makakuha ng kopya ng Travel Authority (TA) at Travel Pass-through Permit (TPP).

Ayon kay Police Lt. Gen. Guillermo Lorenzo Eleazar, commander ng JTF COVID Shield, mapadadali ng S-PaSS na makatugon ang mga tao sa hinihinging travel requirements lalo na may ilang LGUs ang nagpasyang panatilihin ang ipinatutupad nilang travel restriction protocols sa gitna ng coronavirus disease 2019 (COVID-19) pandemic.

Nabatid na ang S-PaSS ay nilikha ni Director Rowen Gelonga, ng DoST Region VI. Isa itong travel management system na pangunahing layunin ay makalikha ng isang “hassle-free journey” para sa Locally Stranded Individuals (LSIs), Returning Overseas Filipinos (ROFs) Emergency Travelers (ETs), at iba pang mga biyahero sa panahon ng pandemiya.

Inihayag pa ni Gen Eleazar na lagi silang nakikipag-ugnayan ng DOST sa Department of the Interior and Local Government (DILG) sa pamumuno ni Secretary Eduardo Año at Union of Local Authorities of the Philippines (ULAP) na pinamumunuan ng national chairman na si Marinduque Gov. Presbitero Velasco Jr. at President Dakila Cua para sa development ng online platform at future implementation nito.

Sa sandaling maisapinale ito, ang Travel Authority (TA) at Travel Pass-through Permit (TPP) ay maari nang makuha sa pamamagitan ng online platform, nangangahulugan na hindi na kailangan ng aplikante na magtungo pa sa police stations para mag-apply at kumuha ng travel documents.

“Health experts said that we will have to live with the COVID-19 for a long time, which means that the requirement for Travel Authority or a Travel Pass-through Permit would be inevitable depending on the situations in the LGU destinations,” ani PLt. Gen. Eleazar.

“Securing these travel documents through an online platform would be fast and comfortable for our kababayans, and would be in support of the decision of the national government, through the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID), to ease the travel restrictions as part of the effort to revive our economy,” dagdag pa ng heneral.

Sa pakikipag-koordinasyon kay SILG Año at Philippine National Police (PNP) chief General Camilo Pancratius Cascolan, ay hiningi ng JTF COVID Shield ang tulong ng DoST sa pamamagitan ni Undersecretary Rowena Guevarra upang ma-maximize ang gamit ng S-PaSS makaraang luwagan na ng IATF-MEID ang pinatutupad na restrictions para sa domestic travels.

Nilinaw pa ng JTF COVID Shield commander na ang Travel Authority ay kakailanganin lamang kung ang pupuntahan o destinasyong LGU na maaring isang siyudad o munisipalidad ay may mahigpit na quarantine at travel protocols, na kinakailangang kumuha ng TA ang mga incoming non-APORs, kabilang ang LSIs.
