IPINAG-UTOS ng Commission on Audit (COA) sa Securities and Exchange Commission na i-refund ang mahigit P92.7 milyong ipinasahod sa mga opisyal at empleyado na natuklasang ‘irregular.’

Binasura ng COA ang motion for reconsideration na inihain ng SEC at dating chairperson nito na si Atty. Theresa Herbosa.

Pinagtibay ng COA “with finality” ang notice of disallowance na una nang ipinalabas noong 2014.

“The arguments presented by the SEC and Atty. Herbosa were a mere rehash of the arguments raised in their Petition for Review, which were already judiciously passed upon by this Commission in the assailed decision,” ayon sa COA sa kanilang January 2022 decision na ipinalabas sa media, nitong Lunes.

Pinuna ng state auditors ang SEC dahil sa “over salary increases” na ibinigay sa mga opisyal at empleyado noong 2012 nang walang approval ng Office of the President (OP).

Hinggil naman sa liability o pananagutan, sinabi ng COA na ang lahat ng public officials na responsable para sa illegal expenditures at maging iyong mga aktuwal na nakatanggap ng halaga ay sakop o kasama sa refund.

“The Commission on Audit is not persuaded on the invocation of good faith on the part of Atty. Herbosa and other approving/authorizing/certifying SEC officials,” ang nakasaad sa desisyon. (CHRISTIAN DALE)
