SA halip na magpalabas ng mga patalastas o advertisement, mas makabubuting humarap na lamang sa Senate Blue Ribbon Committee ang mga private motor vehicle inspection company.

Ito ang naging reaksyon ni Senate President Pro Tempore Ralph Recto sa inilabas na one page statement sa pahayagan ng PMVICs.

“I suggest they all explain their position to the blue ribbon committee,” maikling pahayag ni Recto.

Nanindigan naman si Senate Minority Leader Frank Drilon na walang batas na nagbibigay awtoridad sa Land Transportation Office upang i-delegate sa pribadong sektor ang inspeksyon ng mga behikulo.

“The delegation to the private contractors of the motor vehicles inspection program is an exercise of police power to enforce public safety and regulate the use of public roads. It is a regulatory function which cannot be validly delegated to the private sector. Providing public service can be delegated by law to the private sector, such as health services, but not a regulatory function such a motor vehicle inspection,” saad ni Drilon.

“To delegate, for a fee, the inspection of motor vehicles means that a motor vehicle owner pays a fee for the certification of road worthiness. Dangerous. And, assuming it can be validly contracted out to the private sector, there is even no law authorizing it,” diin pa nito.

Para naman kay Senador Koko Pimentel, kailangang magkaroon nang malinaw at patas na pagtrato sa programa.
“What is also involved is the fairness of the entire program. But some senators are questioning other aspects of the program,” diin ni Pimentel. (DANG SAMSON-GARCIA)
