PINALALANTAD ni Senate Minority Leader Franklin Drilon ang “proof of life” ng mahigit 1,479 contractual employees ng Presidential Communication Operations Office (PCOO) upang maiwasang mapaghinalaang miyembro ng troll farm ng Palasyo.

Sa ginanap na pagdinig ng Senado nitong Huwebes sa badyet ng PCOO para sa 2022, inatasan ni Drilon ang PCOO na ibigay ang lahat ng personnel records ng 1,479 contractual employees, na 375 ang pinuna ng Commission on Audit (COA) na pinaghihinalaang trolls.

“Ito yung mga troll?” Drilon asked lightly. “Hindi mo naman aaminin na may troll kayo,” ayon kay Drilon.

Sa PCOO lamang, kinumpirma ni PCOO Undersecretary Kris Ablan na mayroon silang 375 employees na pawang may “contract of service” status na may badyet na P76 milyon na tinaguriang ni Drilon na pawang “contract of trolls.”

Pero nakita ni Drilon ang kabalintunaan sa PCOO dahil mayroon itong maraming bakanteng plantilla position na hindi napupunan. Aniya, tanging 2,107 mula sa 3,883 plantilla ang napunan ng ahensiya.

Humihingi ang Palace communications group ng P1.9 billion sa 2022 mula sa kasalukuyang badyet nito na P1.62 billion. Inilaan sa PCOO ang P740.62 milyon mula sa dating P502.28 milyon sa taong ito; Bureau of Broadcast Service P456.03 million mula sa dating P405.53 million; Bureau of Communications Services na may P70.59 milyon mula sa kasalukuyang P68.62 milyon; National Printing Office na may P9.13 milyon mula sa kasalukuyang P11.89 million; News and Information Bureau with P129.20 million from P133.12 milyon; the Philippines Information Agency na may P333.54 milyon mula sa P317.60 milyon; at RTVM na may P171.86 milyon mula sa dating P178.79 milyon.

Dahil dito, hiniling ni Drilon ang pruweba sa 1, 479 temporary employees kung talagang lehitimo at umiiral at hindi ghost employee partikular sa 375 empleyado ng PCOO na pinunan ng COA.

Inatasan niya ang PCOO na isumite ang kanilang records kabilang ang kanilang pangalan, addresses at job description kabilang ang daily time record.

Sinabi ni Ablan na kanilang tutuparin ang kautusan ng Senado ngunit kailangan munang itanong sa kanilang legal department hinggil sa Data Privacy Act.

Pero, kaagad sinopla ito ni Drilon sa pagsasabing may sangkot na pampublikong pondo dito kaya hindi kailangan ang pananaw ni Ablan.

“These are public records and you are asking for public funds. You better provide us with these documents that we need in order for us to be convinced that this budget will be properly used,” ayon kay Drilon.

“So, don’t invoke any confidentiality here, because these are public funds and these are subject to audit and if these are subject to audit, these are subject to scrutiny by the branch of the government who is holding the purse,” ayon sa dating justice secretary.

“You are asking for the appropriation of public funds and it is our right to know. As part of our right to know, it is to make sure that they are not fictitious names,” dagdag niya.

“Even if they are trolls, we will accept that as long as they are legitimate and existing. We are not asking for their fingerprints, mind you,” aniya. (ESTONG REYES)
