NABIGO si Presidential spokesperson Harry Roque na makasungkit ng isang ‘seat’ o puwesto sa International Law Commission.

“My candidature at the ILC was a challenging campaign throughout but we met it head on. Unfortunately, we did not succeed,” ayon kay Sec. Roque.

Bagama’t talunan ay pinasalamatan naman ni Sec. Roque si Pangulong Rodrigo Roa Duterte, para sa naging nominasyon nito at matibay na suporta sa kanyang kandidatura.

Pinasalamatan din ni Sec. Roque ang Department of Foreign Affairs, at mga opisyal at staff ng Permanent Mission to the United Nations ng bansa, para sa matatag na propesyonalismo at suporta.

“I thank my own staff for helping me continue to discharge my function as presidential spokesperson, even as I campaigned, and despite the difference in time zones,” ayon kay Sec. Roque.

Pinasalamatan din niya ang kanyang pamilya at mga kaibigan.

“I wish the new members of the ILC success, especially as they tackle challenging issues such as rising sea levels and vaccine equality – issues which I will continue to advocate for as well,” ayon kay Sec. Roque.

Sa ulat, may 190 United Nations member-states, tanging 87 lamang ang bumoto pabor sa nominasyon ni Sec. Roque sa ILC.

Ang ILC, ay lupon ng mga eksperto na tumutulong na “develop and codify international law.”

Ang mga top vote-getters para sa Asia-Pacific states ay India, Thailand, at Japan kung saan ay mayroong mahigit na 150 boto kada isa.

Ang mga bansang Vietnam, China, South Korea, Cyprus, at Mongolia ay matagumpay na nakakuha ng ‘ILC seats.’

Si Sec. Roque ang may pinakamababang bilang ng boto mula sa hanay ng kinatawan ng 11 bansa na nagnanais na maging bahagi ng commission’s 8-seat Asia-Pacific bloc.

Maliban kay Sec. Roque, nabigo rin ang Lebanon at Sri Lanka na makapasok sa ILC.

Matatandaang bago pa ang eleksyon sa ILC ay may 150 abogadong Pinoy ang nanawagan sa United Nations (UN) na huwag tanggapin sa ILC si Sec. Roque.

Binanatan ng mga abogado ang pagkunsinti umano ni Roque sa extrajudicial killings, pag-atake sa rule of law at due process, maging sa ‘di malinaw na pananaw nito sa human rights sa kasalukuyang administrasyon.

“Lamentably, Harry has rationalized extrajudicial killings and tolerated the weaponization of the law against activists, dissenters and the opposition,” saad sa kanilang liham.

“As fellow lawyers, we are scandalized by his spins and reinvention of basic legal principles and concepts in his zealousness to repackage President Duterte’s pronouncements of questionable legal and constitutional bases,” dugtong pa nito.

Ang mga abogadong umanib sa pagharang sa ILC bid ni Roque ay binubuo ng mga dean ng law school, law professor, pinuno ng mga bar association at mga abogado mula sa pampubliko at pribadong institusyon.

Bago ito, ang iba pang grupo ng Pilipinong abogado gaya ng National Union of Peoples’ Lawyers (NUPL) at Free Legal Assistance Group (FLAG) ay kinontra na ang tangka ni Roque na makapasok sa ILC. (CHRISTIAN DALE)
