INIHAIN ni Senador Nancy Binay ang isang panukalang batas na magbibigay proteksiyon sa mga senior citizen laban sa mga panlolokong aktibidad tulad ng scam at phishing sa internet.

Sa pahayag, sinabi ni Binay na layunin ng Senate Bill No. 1376 na kikilalanin bilang Senior Citizen’s Fraud Education Act, na protektahan at itaguyod ang kagalingan ng senior citizen sa pamamagitan ng pagtuturo sa kanila, caregiver at publiko kung paano matutukoy at lalabanan ng panlolokong aktibidad.

“Bad people make a living by defrauding others. Unfortunately, senior citizens have become primary targets of scams and fraud because of their age,” ayon kay Binay.

Sinabi ni Binay na mas naging maluwag at madali sa mga manloloko na targetin ang mga senior citizen na hindi makaagapay sa matataas na uri ng teknolohiya.

Ayon kay Binay, dapat lumikha ang pamahalaan ng kamalayan kung paano matutukoy ang isang uri ng scam bago ito mangyari.

Sa ilalim ng panukala, inaatasan ang Department of Trade and Industry (DTI), matapos ang konsultasyon sa justice department, health secretary at postmaster general na palaging magpakalat ng impormasyon sa sulat, telemarketing at internet fraud kabilang ang pamamaraan ng panloloko sa senior citizens, kanilang pamilya at caregivers.

“The DTI should also periodically disseminate information to senior citizens, their families and caregivers on how to report frauds such as referring their complaints to the police and the National Bureau of Investigation (NBI) or calling a DTI number for reporting mail, telemarketing or internet fraud,” paliwanag ni Binay sa panukala.

“The DTI should also maintain a website to serve as a source of information for senior citizens, their families and caregivers on the methods of fraudulent activities and, upon inquiry, provide them with history of fraud committed by a particular entity or individual based on law enforcement records,” dagdag ng senador.
