Ang programa ay implementasyon ng Section 1227 at 1228 ng Republic Act No. 10863 o mas kilala sa tawag na Customs Modernization and Tariff Act (CMTA) at Customs Administrative Order No. 5-2017 na inestablisa ang Authorize Economic Ope­rator Program sa Pilipinas.
