INATASAN ni Senador Cynthia Villar ang Department of Agriculture (DA) na tutukan ang pagpapalabas ng Agricultural Competitiveness Enhancement Fund (ACEF) upang gamitin bilang
pantulong o ayuda sa mga magsasaka at mangingisda na naapektuhan sa panahon ng pandemya.

Sa pahayag, hinikayat din ni Villar, chair ng Senate committee on agriculture at food, ang Department of Agriculture (DA) na i-report ang kalagayan ng pagpapalabas ng ACEF tulad ng
ginawa sa Rice Competitiveness Enhance Fund o RCEF.

“ACEF is another source of support for farmers, just like RCEF, so we would like to know if the funds are being distributed and utilized for their intended purposes and beneficiaries,” sabi ni Villar.

“The Senate Committee which I chair has oversight authority over ACEF, so we would like to look into it and get regular updates from the DA,” dagdag pa nito.

Si Villar ang pangunahing author at sponsor ng Republic Act No. 10848 o “An Act Further Extending the Period of Implementation of the ACEF” hanggang 2022.

Inamyendahan nito ang RA No. 8178, ang orihinal na pagbuo ng ACEF noong 1996, kung saan pinalitan ang quantitative import restrictions sa taripa sa produktong pang-agrikultura maliban sa
bigas.

Matatandaan na nagpaso na ang ACEF at itinigil ang pagpapalabas nito noong 2015 dahil sa anomalya.

“ACEF was mishandled and misused before, we don’t want a repeat of that. The loans were extended to big corporations and influential people instead of to small farmers and fisherfolks,”
ayon kay Villar.

Nauna nang hiniling ng DA sa DBM na ibigay na ang P2.1 bilyong ACEF funds para matulungan na ang mga magsasaka at mangingisda na naapektuhan ng COVID-19 pandemic. (ESTONG REYES)
