TININTAHAN ni Pangulong Rodrigo Roa Duterte upang maging ganap na batas ang Republic Act (RA) 11589 o “Bureau of Fire Protection (BFP) Modernization Act”, na naglalayong payagan ang mga bumbero na magdala ng baril.

“Bakit mo bigyan ng baril ang mga bumbero e sunog lang ang kalaban nyan? You know, the organization itself and the individual bumbero, they are exposed to so many dangers,” ang bahagi ng talumpati ng Pangulo sa isinagawang Signing of the Bureau of Fire Protection Modernization Act at Presentation ng Newly Enacted Laws on Various State Universities and Colleges sa Malakanyang.

“There are so many challenges in the work of a bumbero, on the day of his life na kailangan protektahan. So, with providing ‘yung baril, ‘yung bigyan lang sila kaunting unit, it would really be just to ward off threats and destruction of government properties,” dagdag na pahayag nito.

Kumpiyansa rin ang Pangulo na ang pagpapasa ng bagong batas ay makatutulong “to boost the morale, efficiency, responsiveness and professionalism of the BFP in realizing their mandate.”

Sa ilalim ng batas, tinukoy ng Punong Ehekutibo ang pagsisimula ng 10-year modernization period ng BFP upang ito’y maging isang world-class institution.

“This will consistently guarantee our safety and become the source of pride. It is my hope that this milestone will further inspire the men and women of the BFP to hone their skills and expertise in the areas of fire prevention and suppression, as well as emergency, medical response, and disaster preparedness and resilience,” ani Pangulong Duterte.

“Let me emphasize that our people eagerly await the fruits of these people-centered and reform-oriented laws, and hope that they will feel their benefits soon,” aniya pa rin.

Habang ang batas ay isinalang sa Kongreso, may ilang senador naman ang umayaw at pinalagan ang probisyon na magbibigay kapangyarihan sa mga bumbero na magdala ng armas, subalit sa kalaunan, ang mga ito ay “outvoted.”

Tinatayang may 14 na bumbero sa kada regional office at city station ang papayagan na magdala ng baril bilang miyembro ng security at protection unit.

Sa ulat, sinabi naman ni Sen. Ronald “Bato” dela Rosa, may akda ng nasabing batas na mayroong 17 fire regional offices at 146 city fire stations, na nangangahulugan na mayroon lamang 2,282 bumbero o 7.9% ng 32,800-strong BFP ang mabibigyan ng baril.

Ang tantiya pa ng senador, mangangailangan ng P80 milyong piso para sa pagbili ng firearm units.

Sa kasalukuyan, ang BFP ay mayroong 30,811 personnel, na 55.74 % na requirement ng bansa na 55,270 fire officers na maglilingkod sa 110.54-million projected population sa 2021. (CHRISTIAN DALE)
