UMAPELA si Anakalusugan Party-list Rep. Mike Defensor kay Pangulong Rodrigo Duterte na baliktarin ang circular ng Department of Budget and Management (DBM) na nagde-demote sa government nurses.

Ginawa ng mambabatas ang nasabing apela upang maibigay agad ang makatarungang sahod sa government nures, hindi lamang ang mga nagtatrabaho sa government hospitals kundi maging sa local government units (LGUs) sa buong bansa.

“Intervention by the President is the fastest way to rectify the injustice done to our nurses, who are at the forefront of our fight against COVID-19. I am sure that if this matter is brought to his attention, he will act fast,” ani Defensor.

Kung idadaan aniya sa lehislasyon ang pagbaliktad sa DBM Budget Circular No. 2020-4 ay magtatagal pa ito kaya tanging si Duterte ang pag-asa para mapigilan ang demosyon ng government nurses.

Magugunitang iniutos ng Korte Suprema na ipatupad ang batas na nagsasabi na Salary Grade (SG) 15 ang entry level ng government nurses o katumbas ng P33,575 kada buwan mula sa SG 11 o P21,000.

Dahil dito, isinama na sa 2020 national budget ang dagdag na sahod na ito ng government nurses ngunit sa circular ng DBM, ang Nurse II hanggang Nurse VI ay ginawang Nurse 1 kaya pare-pareho ang sahod ng mga ito.

“The budget department was right in complying with the SC ruling and the law by fixing the minimum pay for government nurses at Salary Grade 15 (Nurse I). But instead of adjusting salaries for Nurse II and other senior positions at least a grade higher, the DBM downgraded them so that Nurse II became Nurse I,” ani Defensor.

Isang uri aniya ito ng demosyon kaya kailangan ang agarang aksyon ng Pangulo upang matanggap na ng government nurses, lalo na ang matatagal na sa serbisyo, ang nararapat nilang suweldo.

“Apparently, the DBM wanted to avoid upgrading the pay levels of senior nurses to save money by demoting them but maintaining their salary grades so that they don’t suffer a pay diminution, which the law prohibits,” ayon pa kay Defensor.

Hindi aniya dapat tinitipid ang government nurses dahil malaki ang naitutulong ng mga ito lalo na ngayong panahon ng pandemya sa COVID-19 at kung kailangan umano ang karagdagang pondo ay maraming pondo ang pagkukunan tulad ng P18 billion sa 2021 national budget na inilalaan sa mga biyahe ng government officials, P39 billion para training at scholarship, P50 billion para sa donasyon at P158 billion para sa supplies and materials.

“Our nurses waited for almost 20 years to receive the minimum salary they are entitled to under the law. But the DBM has undermined the Supreme Court ruling and the law by demoting most of our nurses,” dagdag pa ni Defensor. (BERNARD TAGUINOD)
