Senate probe bubuhayin

HINILING ni Senador Leila de Lima na buhayin ng Senado ang imbestigasyon kaugnay sa irregular na paggamit ng Department of Information and Communications Technology (DICT) sa P300M confidential at intelligence funds.

Ayon kay De Lima, kailangang magsagawa ng imbestigasyon ang mga mambabatas upang malaman kung may dapat na ipaliwanag ang mga opisyales ng DICT sa posibleng maanomalyang paggamit ng nasabing pondo.

“There is (a) need to determine the propriety of appropriating confidential and intelligence funds, which are given to agencies involved in protecting national security and upholding peace and order, to the DICT,” sabi ni De Lima sa inihain ang Senate Resolution 321 noong nakaraang buwan.

Magugunitang noong Pebrero 3, nang magbitiw sa puwesto si dating DICT Undersecretary Eliseo Rio matapos ibulgar ang kawalan ng transparency confidential, intelligence at extraordinary funds ng ahensya na nagkakahalaga ng P300 milyon.

Sinabi ni Rio na ang nasabing pondo ay inilabas sa tatlong bahagi na nangyari noong Nobyembre, 8; Disyembre 3 at Disyembre 17 bilang “cash advance for confidential expenses in connection with cybersecurity activities”.

Ngunit pinuna ng Commission on Audit (COA) ang nasabing pondo kung saan isa lamang sa tatlong bahagi ang dumaan sa liquidation.

Ipinaliwanag De Lima na may karapatan ang Senado na hindi dapat lumalabag sa data privacy ang mga confidential at intelligence operations ng DICT.

“The Senate, in the exercise of its oversight function, is now duty-bound to scrutinize how DICT made use of its confidential and intelligence funds, especially since such function is clearly absent in its mandate under the law. If unchecked, confidential and intelligence funds, can be subjected to massive corruption due to its limited transparency.
