NANINDIGAN si Senador Grace Poe na may pananagutan pa rin si Health Secretary Francisco Duque III sa nabunyag na Plan 5M o ang pamamahagi ng limang milyong PhilHealth cards noong 2004 elections.
Sa naunang pahayag ni Presidential Spokesman Harry Roque, sinabi nito na naimbestigahan na ng Office of the Ombudsman ang Plan 5M at inabswelto na si Duque.
“Maybe he (Duque) has no legal liability but he has moral liability. He knew very well that that wasn’t right,” saad ni Poe.
Sinabi ni Poe na malinaw sa pahayag ng isa sa mga testigo sa PhilHealth hearing na si Dennis Adre na ang naturang pamamahagi ng PhilHealth cards ang naging ugat ng problema sa ahensya.
“Whistleblowers, themselves had said that (Plan 5M) had begun the ruining of PhilHealth and now we are still suffering from that,” giit ni Poe.
Sinabi ni Poe na nakalulungkot na ginamit ang pondo para makahabol sa sinasabing 5 milyong lamang ng kanyang ama na si Fernando Poe Jr. kaugnay sa Presidential elections noong 2004.
“The PhilHealth cards were used as a leverage in the 2004 elections, now, even if it was not my father involved, of course it is sad and tragic, personally,” dagdag ng senador.
“But I think, we should learn from this, moving forward and other institutions in government should not be involved when it comes to elections or electioneering because as you see until now, we are still paying for that mistake. Fo that one misstep or a huge mistake. Until now, PhilHealth is still in the red,” diin pa ni Poe.

Nauna nang sinabi ng Malakanyang na lumang usapin na ang nahalungkat na distribusyon ng limang milyong insurance PhilHealth cards na nabuhay sa ginagawa ngayong pagsisiyasat sa
Senado at idinidiin sina dating Pangulong Gloria Arroyo at Sec. Duque.
Sinabi ni Sec. Roque, ginamit na noon pa ang isyu sa inihaing impeachment kontra kay PGMA sa Ombudsman.
Sa katunayan pa rin aniya ay naibasura naman ang usapin sa PhilHealth card ni dating Ombudsman Conchita Carpio-Morales.
“I remember that the issue about the PhilHealth cards although it was in fact used in an impeachment complaint against then President Gloria Macapagal-Arroyo, the complaint formally
filed with the Ombudsman was dismissed by Ombudsman Conchita Morales,” ayon kay Sec. Roque.
Sa naging testimonya kasi ni Andre, nagsimulang malugi ang PhilHealth nuong 2004 dahil sa non- payment of premiums ni Duque na nuon ay CEO ng ahensiya.
Ito ay upang maikasa ang pamamahagi ng milyon-milyong insurance cards na may mukha ni Arroyo na sinasabing makapagbibigay ng limang milyong lamang na boto sa kanyang pinakamahigpit na katunggali sa pagkapangulo nuong 2004 na si Fernando Poe Jr. (DANG SAMSON-GARCIA/CHRISTIAN DALE)
