LARGE-SCALE LAND RECLAMATION PROJECTS, PINABUBUSISI SA SENADO

NAIS ni Senador Leila de Lima na imbestigahan ng Senado ang mga napapaulat na large-scale land reclamation projects sa buong bansa na nagsisilbing banta sa coastal at marine ecosystems.

Sa kanyang Senate Resolution 956, hiniling niya sa Senado na agad busisisin ang proseso ng local government units sa pag-apruba sa reclamation projects at tukuyin kung sumusunod ito sa environmental laws and regulations.

“The widespread approval of reclamation projects is altogether alarming for our and future generations of Filipinos and the government should consider imposing a moratorium on the continuing approval of such projects, both large and small,” saad ni de Lima.

Ngayong 2021, ilang reclamation projects ang nasa stages of development na kabilang ang 174-hectare reclamation sa Dumaguete City coastline; 230-hectare reclamation sa Consolacion, Cebu; 100-hectare reclamation sa Minglanilla, Cebu; 126-hectare reclamation project sa Mandaue City, Cebu; at ilan pang reclamation projects sa Manila Bay.

Sa July 2021 position paper, iginiit ng Oceana, isang nonprofit ocean conservation organization, na ang reclamation projects ay itinatago sa pangakong progreso at infrastructure development subalit nagiging banta ito sa kalikasan.

Sinabi ni De Lima, Chairperson ng Senate Committee on Social Justice, Welfare and Rural Development, kailangan ng istriktong pagpapatupad ng environmental laws upang matiyak na ang mga proyektong sumusunod lamang sa batas ang maaprubahan.

“There is a growing body of evidence of the harmful effects and negative impacts that reclamation projects can have on not only the environment but also the affected communities and surrounding ecosystem. Yet the government is insistent on its widespread implementation under the promise of economic development,” diin ni de Lima.
