HINDI tinanggap ni Senate Minority Leader Franklin Drilon ang badyet ng Department of Health (DOH) sa susunod na taon na aabot lamang sa P131 bilyon dahil hindi makasasapat ito sa paglaban ng bansa sa corona virus 2019 (COVID-19) pandemic.

Sa ginanap na briefing ng Development Budget Coordination Committee (DBCC), sinabi ni Drilon na mukhang hindi makasasapat ang P131 bilyong budget ng DOH sa harap ng lumalalang sitwasyon sa pandemya.

Kasalukuyang tinatalakay ng DBCC sa Senate committee on finance ang P4.5 trilyong national expenditure program (NEP) ng pamahalaan para sa 2021.

“The department’s proposed P131.7 billion is inadequate in the light of the coronavirus pandemic,” ayon kay Drilon.

Sinabi ng DBCC na mula P104.4 bilyon tumalon sa P153.1 bilyon ang badyet ng DOH sanhi ng emergency release na ibinigay rito.

“The budget does not sufficiently address the protection of public health which is key to our economic recovery.

I don’t remember any other budget in the past where public health assumes such great importance in economic recovery. It is only this year and yet I think your budget does not respond adequately on that point. Hopefully you can take that into account,” ayon kay Drilon.

Base sa presentasyon ng DBCC, pang-lima ang health sector tulad ng DOH at Philippine Health Insurance Corporation (PhilHealth) sa makakakuha ng P209.1 bilyon para sa 2021 national budget.

Nanguna naman sa budget allocation ang sektor ng edukasyon, P754.4 bilyon para sa Department of Education (DepEd), State Universities and Colleges (SUCs), Commission on Higher Education at Technical Education and Skills Development Authority (TESDA).

Pangalawa ang Public Works, P667.3; P245.1 bilyon sa Department of Interior and Local Government (DILG); P209.1 bilyon sa Department of National Defense (DND); P171.2 bilyon sa Department of Social Welfare and Development (DSWD). P143.6 bilyon sa Department of Transportation (DOTr); P97.8 bilyon sa Department ng Agriculture (DA) ; P43.5 bilyon sa Judiciary at at P27.5 bilyon sa Department of Labor and Employment (DOLE).

Samantala, tinanong naman ni Senador Cynthia Villar ang opinion ng economic managers sa naturang briefing hinggil sa pag-aaral ng United Nations Development Programme at Ateneo University na hindi kailangan na mamili sa pagsagip ng buhay at pagsagip ng ekonomiya sa pagtugon sa pandemya.

Ipinaliwanag ni Economic Planning Acting Secretary Karl Kendrick Chua na sa unang buwan nang inilatag ang enhanced community quarantine na walang choice ang pamahalaan kundi iligtas ang buhay dahil walang kapasidad ang ating health system na tugunan ang mga critical at severe cases. (ESTONG REYES)
