IIMBESTIGAHAN ng Kamara ang implementasyon ng No Contact Apprehension Policy (NCAP) matapos itong ulanin ng reklamo ng mga motorista.

Mismong si Surigao del Norte Rep. Robert Ace Barbers ang humiling ng imbestigasyon dahil pinarurusahan aniya ang mga motorista lalo na ang motorbike riders nang walang due process.

“While the intent of NCAP is to discipline erring drivers, the public should be enlightened about the details of its implementation to curb or stop abuses by the implementers,” ani Barbers.

Sa ilalim ng NCAP system, ang Metro Manila Development Authority (MMDA) o kaya Local Government Units (LGUs) sa Metro Manila ang mag-iisyu ng notices/citation sa mga motorista na mahuhuling lumabag sa batas trapiko at ipadadala ito sa pamamagitan ng koreo.

Gayunpaman, sinabi ni Barbers na lumalabas na naging pabigat sa mga motorista ang nasabing sistema na posibleng maging dahilan ng katiwalian.

“This NCAP system is laudable since the intent is to discipline erring, abusive or wayward drivers. But the implementers, I was told, are imposing excessive fines and could be violating the Constitution since there is no due process of law,” ani Barbers.

“Likewise there is no law, ordinance or regulation prohibiting vehicle registration due to non-payment of fines for traffic violations,” dagdag pa ng mambabatas dahil sa patakaran ng mga nag-iimplementa sa NCAP na hindi na irerehistro ang sasakyan ng motoristang pinadalhan ng notice kapag hindi ito tumugon o nagbayad ng multa sa loob ng 7 araw.
