SINABI ni OPS Officer-in-Charge (OIC) Undersecretary Atty. Cheloy Velicaria-Garafil na “strongly committed” si Pangulong Ferdinand Marcos Jr. na proteksyunan at iligtas ang mga miyembro ng mga mamamahayag sa bansa.

“Makaaasa kayo na ang ating Pangulo, President Ferdinand R. Marcos, ay patuloy ang pagkilala sa hanay ng media bilang importanteng haligi ng ating demokrasya,” ani Velicaria-Garafil sa harap ng media sa idinaos na round table discussion na inorganisa ni Interior and Local Government Secretary Benhur Abalos.

“Patuloy ang commitment niya na kayo ay proteksyonan at kilalanin ang inyong important role sa nation building,” aniya pa rin.

Inimbitahan si Velicaria-Garafil sa isang dayalogo ng gobyerno at media kasunod ng pagkabahala ng ilang mamamahayag sa “unannounced” na pagbisita ng mga pulis sa kanilang bahay.

“The implementation of unannounced security strategy was aimed at ensuring the safety of media members in the wake of the murder of popular broadcast commentator Percy Lapid,” ang nakasaad sa kalatas ng OPS.

“However, Abalos noted that the move had ‘raised alarm and fear’ among journalists,” ayon pa rin sa kalatas.

Nauna rito, sinabi ni Abalos na inatasan na niya ang Philippine National Police (PNP) na ihinto ang visitation program, at sa halip ay magdaos ng dayalogo kasama ang media companies at journalists’ groups.

“The government wants to know what journalists need from the police for them to feel safe while doing their jobs,” ani Abalos.

Samantala, naniniwala ang isang mambabatas na kailangang buhusan pa ng mas malaking pondo ang Witness Protection, Security and Benefit Program (WPSBP) ng Department of Justice (DOJ) sa gitna ng pagdami ng karumal-dumal ng krimen tulad ng pagpatay kay Percival Mabasa o Percy Lapid.

“The WPSBP seems to be working well. But we have to support the program with greater funding so it can extend highly improved financial, relocation, and livelihood assistance to witnesses,” ani Surigao del Sur Rep. Johnny Pimentel.

Ginawa ng mambabatas ang pahayag matapos sabihin ni Justice Secretary Jesus Crispin Remulla na bukas ito na gawing state witness ang self-confessed gunman sa kaso ni Lapid na si Joel Escorial.

Sa 2023 General Appropriations Act (GAA), P238 million lamang ang WPSBP na ayon kay Pimentel, vice chairman ng House committee on good government and public accountability ay dapat dagdagan.

“We want the WPSBP to establish additional safehouses to accommodate witnesses, and if necessary, to allow them to stay together with their families,” ani Pimentel dahil sa ngayon ay mayroon lamang 48 hideouts ang WPSBP sa buong bansa.

Dito umano nakatira ang may 512 state witnesses kung saan 490 sa mga ito ay pumasok noong 2020 na kinabibilangan ng mga saksi sa kidnapping and murder case ng South Korean businessman na si Jee Ick-Joo; hazing death ni University of Santo Tomas law student Horacio Castillo; Maguindanao massacre; pagkatay kina Kian delos Santos, Carl Arnaiz at Reynaldo de Guzman.

“This way, we can encourage more witnesses to cooperate in law enforcement investigations and judicial proceedings without fearing not only reprisals, but also without fearing economic dislocation,” ayon pa kay Pimentel.
