PAMPANGA – Isang French fugitive na may kasong may kinalaman sa ilegal na droga sa kanilang bansa, ang nadakip noong Biyernes ng umaga sa Mabalacat City sa lalawigang ito.

Si Julien Barbier, 39, ay nadakip ng Bureau of Immigration’s (BI) Fugitive Search Unit sa Clark International Speedway, Mabalacat City, Pampanga, ng pinagsamang operasyon ng Philippine National Police Criminal Investigation and Detection Group Regional Field Unit 3, Angeles District Field Unit (CIDG RFU3, CFU), Intelligence Service, Armed Forces of the Philippines – Military Intelligence Group 41 (ISAFP-MIG41) at ng National Capital Region Police Office – Regional Special Operations Group.

Ayon kay BI FSU Chief Bobby Raquepo, si Barbier ay naaresto kasunod ng official communication na natanggap mula sa French authorities na nagsabi sa BI na si Barbier ay wanted sa France.

Sinabi pa ni Raquepo, si Barbier ay mino-monitor ng Interpol simula pa noong 2018 dahil sa ‘unlawful transport, retention, offer, sale, acquisition or use of drugs’ sa ilalim ng Art 222-37 ng French Penal Code.

Kaugnay nito, nag-isyu ng warrant of arrest laban sa suspek ang Tribunal de Grande Instance de Paris noong Agusto 2017, habang isang European warrant of arrest ang inisyu rin ng parehong korte noong Setyembre 2017.

Binanggit pa ni Raquepo, nakatanggap sila ng impormasyon na si Barbier ay nauugnay sa illegal bank fraud syndicate na nag-o-operate sa Pampanga at Cebu.

“Upon receipt of information about his crimes, the Commissioner immediately issued a Mission Order to effect his arrest,” ani Raquepo. “His presence in the country is a risk to public safety and security,” dagdag pa niya.

Si Barbier ay pansamantalang nasa kustodiya ng CIDG CFU Angeles habang nakabinbin ang resulta ng kanyang RT PCR testing.

Idinagdag pa ni Raquepo na si Barbier ay nag-alok ng pera sa mga ahente na humuli sa kanya kapalit ng kanyang kalayaan.

“He, along with two Filipino cohorts, offered P1.5M in exchange for his liberty,” paglalahad pa ni Raquepo. “We immediately informed the Commissioner about this, and he instructed us to coordinate with the CIDG to be able to arrest the two others for this crime,” pahayag pa niya.

Dahil dito, ang BI ay nakipag-ugnayan sa CIDG, detectives ng City Intelligence Unit – Angeles City Police Office, CIDG Angeles City Field Unit, at CIDG Regional Field Unit 3 na nagsagawa ng entrapment operation laban sa dalawang Filipino.

“We thank our fellow law enforcers for assisting us in arresting these corrupt men. A certain Aaron Bolus and a Joseph Gonzales were arrested by authorities yesterday during the operations for Corruption of Public Official,” ani Raquepo. (JOEL O. AMONGO)
