“NAKAKAHIYA”. Ganito inilarawan ni Akbayan party-list Rep. Perci Cendaña ang naging desisyon ng Senado na itapon sa archive ang Impeachment case laban kay Vice President Sara Duterte dahil mistulang tinalikuran umano ng mga senador ang taumbayan.

Noong Miyerkules ng gabi, 19 senador ang bumoto na i-archive ang impeachment case ni Duterte matapos itong ideklara ng Korte Suprema na unconstitutional dahil nilabag umano ng mga kongresista ang one-year bar rule.

Apat lamang sa 24 Senador ang pumabor sa mosyon ni Senate Minority Leader Vicente “Tito” Sotto III na i-table ang kaso habang inaantay ang pinal na desisyon ng Supreme Court (SC) dahil naghain ang Kamara ng motion of reconsideration, habang isa naman ang nag-abstain.

“Nakakahiya. Nakakahiya ang desisyon ng Senado patungkol sa impeachment complaint laban sa Bise Presidente. They chose to surrender their independence and willfully abandon their Constitutional mandate. Today, the Senate decided to become a Duterte Senate,” ani Cendaña.

“Sa pagtalikod ng Senado sa kanyang tungkulin, nagsilbi itong tagakunsinti at tagakubli ng mga krimen ng Bise Presidente: ang pandarambong ng P612 Million ng confidential funds at lantarang pang-aabuso sa kapangyarihan,” dagdag pa nito.

Bagama’t puwede pa umanong buhayin ang kaso kapag nagkaroon na ng pinal na desisyon ang Korte Suprema, naniniwala naman si Akbayan party-list Rep. Chel Diokno na ‘pinatay’ nang tuluyan ng Senado ang kaso.

“The Senate hammered another nail on the coffin of accountability — anopamang itawag d’yan, to dismiss, archive, o sa salita ng isa mismong Senador, kill the Articles of Impeachment,” paliwanag ni Diokno.

Inayunan naman ito nina ACT Teacher party-list Rep. Antonio Tinio at Kabataan party-list Rep. Renee Co kung saan mistulang takot umano ang mga senador sa mga Duterte kaysa taumbayan na kanilang pinagsisilbihan.

“By shelving the case, the Senate proves it is more afraid of the Duterte camp than Filipino taxpayers demanding answers,” ani Tinio.

“Hindi na nila kailangang mahiya; kitang-kita na kung sino ang kanilang tunay na pinaglilingkuran,” ayon naman kay Co.

Ayon naman kay House committee on human rights chairman Bienvenido Abante Jr., lalong lalakas ang loob ng mga magnanakaw at abusadong opisyales ng gobyerno sa naging aksyon ng Senado sa kaso ni Duterte.

Lalong malabo aniya na mapanagot sa hinaharap ang mga impeachable official na abusado at sangkot sa katiwalian kapag siya ay popular tulad ni Duterte.

“Tuloy ang Laban”

Ito naman ang idineklara ni House Speaker Martin Romualdez matapos itapon ng Senado sa archive division ang impeachment case laban kay Duterte noong Miyerkoles ng gabi kahit nakabinbin pa aniya ito sa Korte Suprema.

“To archive is, in effect, to bury the Articles of Impeachment. Yet the ruling of the Supreme Court is not final. On August 5, the House of Representatives filed a Motion for Reconsideration.

The Court found our arguments serious enough to require the respondents, including the Vice President, to submit their comment. The case is active,” ani Romualdez.

Ayon sa lider ng Kamara, malinaw sa Konstitusyon, tanging ang Mababng Kapulungan ang may eksklusibong kapangyarihan na magpa-impeach kung saan idinagdag nito na “That power is final within its sphere”.

“We exercised that power lawfully, transparently, and in good faith—not out of spite, but out of duty. Not to attack, but to ask for answers—answers the Vice President never gave,” paliwanag pa ni Romualdez.

Ipinaliwanag nito na mahigit 1/3 sa miyembro ng Kamara noong 19th Congress ang lumagda sa verified complaint at base aniya sa Konstitusyon, hindi na kailangang idaan ang reklamo sa justice committee bagkus ay pwede na itong idiretso sa Senado na tatayong Impeachment Court.

“This was never about political maneuvering. It was about accountability—pananagutan—anchored on verified facts and sworn documents. Yet we have been met with personal attacks, sweeping accusations, and a narrative that seeks to reduce a solemn constitutional duty into mere power play. That’s not just unfair—it is dangerous. It undermines public trust in the very tools of democratic checks and balances.
“Let’s be clear: The filing of the complaint was not rushed. What was rushed—remarkably—was its burial,” dagdag pa nito.
Umaasa naman ito na maaalala ng publiko na ang Kamara ay tumindig, ginampanan ang kanyang constitutional duty at ang naging aksyon ng mga ito ay hindi para sa kanilang sarili kundi sa sambayanang Pilipino.
“We do not rise against the Senate. We rise for the Republic. Tuloy ang laban for constitution, for the rule of law and for the enduring truth that no public office is ever beyond the reach of accountability,” ayon pa kay Romualdez. (BERNARD TAGUINOD)
