WALANG ceasefire sa pagitan ng mga senador at kongresista sa usapin sa ‘pork barrel’ matapos akusahan ng mga lider ng Kamara sina Senator Panfilo ‘Ping’ Lacson at Senate minority leader Franklin Drilon sa isinusulong ni Pangulong Rodrigo Duterte na reform programs ng gobyerno.
Ayon kay Deputy Speaker Pablo John Garcia, imbes na magbato ng alegasyon na walang basehan sina Lacson at Drilon ay dapat umano nilang alamin muna kung totoo ang kanilang alegasyon na mayroong pork barrel sa pinagtibay na 2020 General Appropriation Bill (GAB) na nagkakahalaga ng P4.1 Trillion.
“There is nothing hidden, nothing added to and nothing subtracted from the budget. The only guidance we received from Speaker Alan (Peter Cayetano) is to make sure that the budget would be a useful instrument in carrying out the reforms that President Duterte wants to implement in the latter half of his term,” ani Garcia.
Iniimprenta pa lamang ng Kamara ang kopya ng pinagtibay na GAB kaya hindi pa aniya nababasa ito nina Lacson at Drilon subalit agad na inakusahan ang mga kongresista na nagsingit ng pork barrel kaya umapela si Garcia sa mga ito na pairalin ang ‘parliamentary courtesy.
“They should refrain from making premature statements that tend to put us in a bad light. How can they conclude that the budget bill contains questionable provisions when they haven’t even seen a copy of the document?” ani Deputy Speaker Henry Oaminal, ng Misamis Occidental.
Tinawanan naman ni Deputy Speaker Deogracias Victor Savellano, ng Ilocos Sur., si Drilon sa kanyang pahayag na bumuhos ang pork barrel sa 2020 national budget gayong ang senador ay nasabit sa P200 million Priority Development Assistance Fund (PDAF) o pork barrel noong 2013 para sa konstruksyon ng Iloilo Convention Center na naging dahilan para ireklamo ito sa Office of the Ombudsman.
“That was the time when ‘pork’ was called the Priority Development Assistance Fund (PDAF), which the Supreme Court has declared as unconstitutional,” ani Sevellano kung saan nanawagan ito ng “…Senator Drilon, let’s respect one another. Please refrain from prejudging and criticizing us without basis because your statements might boomerang on you,” Savellano added.
Nagpapapogi lang din umano si Lacson para sa kanyang reelection bid sa susunod na eleksyon kaya nagbabato ito ng mga walang aniyang basehang alegasyon laban sa Kamara.
“It would be better for the good senator to find a valid issue or concern that is backed up by solid evidence. Don’t use the House to carry out your personal agenda. Let’s just work together so that Congress can be an effective partner of the President in implementing his reform initiatives,” ani Savellano.
Magugunita na mismong si Senate Majority Leader Juan Miguel Zubiri ang nagsabi na magkakaroon ng ceasefire sa pagitang ng dalawang Kapulungan matapos niyang makausap ang kanyang counterpart na si House majority leader Martin Romualdez matapos kuyugin ng mga senador si Lacson noong nakaraang linggo.
