PARA kay Philippine Army chief Lieutenant General Gilbert Gapay, ang insidente sa Jolo, Sulu ay hindi misencounter kundi murder.

Inihayag ito ng galit na si Gapay sa pagharap sa mga reporter nitong Martes makaraan ang arrival honors para sa labi ng tatlo sa apat na sundalong napatay ng mga pulis noong Lunes.

Ipinunto ni Gapay na kung may nangyaring sagupaan, imposibleng walang magiging casualty sa panig ng mga pulis.

“It was murder. It is murder… there is no mis-encounter dahil hindi naman pumutok ‘yung tropa namin. Nandoon ‘yung mga baril nila sa baba. These are PNP personnel, kung may misencounter, nagkaputukan, palagay niyo walang tatamaan na PNP? This was no misencounter here, it was a rubout…” giit niGapay.

Ayon kay Gapay, siyam na police personnel ang sangkot sa insidente na ikinamatay nina Major Marvin Indamog, Captain Irwin Managuelod, Sergeant Eric Velasco at Corporal Abdal Asula.

Bukod sa motibo, sinabi ni Gapay na nais din ng military na mabatid kung bakit iniwan ng mga pulis ang bangkay ng mga tropa ng gobyerno.

“Mga four to five ‘yung bumaril, the others served as lookout. After mapatay nila lahat, they fled. SOP ba ‘yun? ‘Di ba pag may namatay, you have to cordon the area and wait for SOCO? Wala, nagtakbuhan lahat eh. So, this is another thing we have to find out in the investigation,” aniya.

Kinilala niya ang mga pulis na sangkot na sina Police Staff Sergeant Almudzrin Hadjaruddin, Patrolman Alkalaj Mandangan, Patrolman Rajiv Putalan, Police Senior Master Sergeant Abdelzhimar Padjiri, Police Master Sergeant Hanie Baddiri, Police Staff Sergeant Iskandar Susulan, Police Staff Sergeant Ernisar Sappal, Police Corporal Sulki Andaki, at Patrolman Moh Nur Pasani.

Magugunitang napatay ang isang Philippine Army major at Army captain gayundin ang dalawang enlisted personnel makaraan umanong pagbabarilin ng mga pulis sa bayan ng Jolo sa lalawigang ito, noong Lunes ng hapon.

Sa inisyal na report ng 11th Infantry Division ng Philippine Army, kabilang sa ‘killed-in-action’ ay sina Maj. Indamog, Capt. Managuelod, Sgt. Velasco at Cpl. Asula.

Agad na hiniling ni AFP Western Mindanao Command chief Lt. Gen. Cirilito Sobejana ang tulong ng National Bureau of Investigation para sa isang independent investigation kaugnay sa ulat na pagkamatay ng apat na sundalo matapos umanong makasagupa ang ilang pulis sa bayan ng Jolo bandang alas-2:20 ng hapon.

Ayon kay Sobejana, mga kagawad ng 11th infantry Division ng Philippine Army ang apat na Army officer at nasa isang official mission sa Sitio Marina, Barangay Walled City sa naturang bayan.

Malabo pa aniya ang mga report na nakararating sa kanya kung bakit humantong sa barilan ang insidente.

Ngunit mabigat ang naging pahayag ng pamunuan ng Philippine Army sa insidente… “They were flagged down by personnel of Jolo Municipal Police Station who were manning a checkpoint in Jolo town proper. Even after properly identifying themselves, the police personnel approached and fired upon them for still unknown reasons.”

“The Commanding General, Philippine Army is enraged and demands that a full-blown investigation must be conducted on the death of four soldiers from the hands of PNP forces,” ayon sa inilabas na statement ng Army.

“The soldiers were on a mission to identify the location of known terrorists in the area. Based on eyewitness accounts, no altercation transpired between the two parties nor was there any provocation on the part of Army personnel to warrant such carnage. Furthermore, no agents from the Philippine Drug Enforcement Agency are involved and this is not an anti-drug operation. The Army grieves and condoles with the families of our fallen men.

There will be no let-up in our quest for truth and justice,” pahayag ni Lieutenant General Gilbert I. Gapay, Army Commanding General.

Habang sa police report mula sa Police Regional Office sa Bangsamoro Region, sinita umano sa checkpoint ang Mitsubishi Montero SUV na sinasakyan ng mga napatay na hindi naka-uniporme ngunit nagpakilalang mga sundalo.

Hiniling umano ng mga pulis na sumama ang sakay ng SUV sa Jolo Municipal Police Station para sa beripikasyon.

Ngunit nang malapit na umano ang van sa himpilan ng pulisya ay hindi na sumunod ang mga ito at sumibad papatakas patungo sa direksyon ng Barangay San Raymundo kaya nagpaputok ang mga pulis.

Sinasabi pa sa initial report na hinabol ang mga ito ng mga pulis ngunit bumaba ang mga sakay ng SUV at itinutok umano ang kanilang mga baril sa mga pulis kaya tuluyan na silang pinagbabaril.

Ipinag-utos na ng PNP na mananatili muna sa kanilang quarters ang lahat ng mga sangkot sa insidente, particular ang mga miyembro ng Jolo Municipal Police Station.

Nagkasundo ang AFP at PNP na pamunuan ng NBI Regional Office sa Zamboanga City ang imbestigasyon sa insidente.

Kaugnay nito, nagluksa at kinondena ng isang dating sundalo na miyembro sa kasalukuyan ng Mababang Kapulungan ng Kongreso, ang pagkamatay ng apat na intelligence officer ng Armed Forces of the Philippines (AFP) sa kamay ng mga pulis sa Jolo, Sulu.

“We are saddened by the death of four of our AFP soldiers at the hands of our PNP personnel.

The police killing of the four Army intelligence soldiers is deplorable,” pahayag ni Magdalo Party-list Rep. Manuel Cabochan III.

“It seems that the police is fast in pulling the triggers but lacks exercise of careful judgement. This is worrying because if this can happen to soldiers what more to ordinary civilians,” ani Cabochan na dating Navy captain.

Dahil dito, sinuportahan ng mambabatas ang panawagan na magkaroon ng independent at impartial investigation upang malaman ang katotohanan at para maparusahan ang mga responsable sa insidente.

“We must put an end on the culture of impunity that endangers the security of everyone. We pray for the fallen.
