SINAMPAHAN ng panibagong kasong graft kahapon sa Office of the Ombudsman si dating Quezon governor at ngayon ay Quezon Rep. David Suarez at tatlong iba pa kaugnay sa kabiguang i-liquidate ang may PP56.1 million pondo na malinaw na paglabag sa batas.

Sa 35-pahinang joint complaint affidavit na isinumite sa Ombudsman ng mga residente na sina Leonito Batugon, Antonio Almoneda, Marie Benusa at Mauro Forneste, iginiit ng mga ito na kasabwat ni Suarez ang provincial accountant na sina Evangelina Ong, provincial treasurer Rosario Marilou Uy at provincial budget officer na si Diego Salas sa ilegal na paggamit ng pondo ng munisipyo.

Tinukoy ng mga complainant ang 2013 COA Audit report na may mga maanomalya umanong paggasta at cash advances na aabot sa P8.7 million ang hindi pa rin nali-liquidate hanggang sa kasalukuyan.

“The anomalous disbursements involved in the subject cash advances violated laws and rules and regulations pertaining to the use of public funds such as but not limited to the Articles 217 and 218 of the Revised Penal Code, Auditing Code of the Philippines, Local Government Code of the Philippines, several COA memorandum circulars, and CSC memorandum circular,” nakasaad sa reklamo.

Bukod pa rito ang 2014 disbursement na nasa P3.4 million na ibinigay bilang cash gift umano sa ghost employees, P1.9 million noong 2016, P34 million sa 2017 at P8.1 million noong 2018.

“Respondent Suarez continued to allow or authorize the release of cash advances for subsequent years without proper and detailed liquidation; not only compounding the gravity of the offense but facilitated and promoted, if not encouraged, the commission of malversation of public funds to the damage and injury of the government,” ayon pa sa reklamo.

Dahil hindi umano nali-liquidate ang mga pondo at cash advances ay nagpatuloy ito sa buong termino ni Suarez.

Matatandaan na may kahalintulad na kaso rin na naisampa kay Suarez na nakabinbin ngayon sa Office of the Ombudsman dahil naman sa pagbili ng P70 million halaga ng agricultural at marine supplies mula 2015 hanggang 2017 na hindi rin na-liquidate kung saan bigo ang kampo ni Suarez na magsumite ng list of recipients (LORs).
