IAAKYAT na sa plenaryo ng Kamara ang panukalang batas na gawing 5 hanggang 10 taon ang bisa ng lisensya ng baril ng mga responsableng sibilyan.
Sa pagdinig ng House committee on public order and security na pinamumunuan ni Masbate Rep. Narciso Bravo Jr., inaprubahan ang committee report sa nabanggit na panukala.
Pagbobotohan sa plenaryo ng Kamara kung 5 o 10 taon ang validity o bisa ng License To Own and Possess Firearms (LTOPF) at firearm registration na ibinibigay ng Philippine National Police (PNP) sa mga sibilyan.
“We have come up with a revised substitute bill that allows gun owners to secure their LTOPF and firearm registration with a five year or 10-year validity reckoned from the birth date of the licensee and extends the validity of the permit to carry to two years from the date of application,” ani Bravo.
Unang inaprubahan ng Senado ang Senate Bill (SB) 1155 kung saan itinaas ng 5 taon mula sa kasalukuyang 2 taon ang bisa ng lisensya ng baril ng mga sibilyan.
Ayon sa mambabatas, sisikapin ng mga ito na maipasa ang panukala bago ang eleksyon sa 2022.
Sa ngayon aniya ay pahirapan ang pagkuha ng lisensya at masyadong maiksi ang bisa nito.
“This is a very important bill considering the proximity of the election period. We have a very limited window or opportunity to act on this as we are all busy preparing for the elections,” ayon pa kay Bravo.
Sinabi naman ni Negros Oriental Rep. Arnolfo Teves Jr., na pabigat umano, hindi lamang sa PNP at mga aplikante ang palagian neuropsychiatric examination bago mabigyan ng mga nabanggit na lisensya.
“Lagyan na lang natin ng colatilla that it is revocable or until revoked. Your LTOFP is lifetime until revoked. If there’s any question to your sanity… may magreklamo lang then that’s when you get a test,” mungkahi ni Teves. (BERNARD TAGUINOD)
