ISANG police major general ang ipinagharap ng reklamo ng isang police officer dahil umano sa erratic behavior at kagaspangan ng pagtrato sa mga pulis sa loob mismo ng Camp Crame.

Tiniyak ni Philippine National Police (PNP) chief, Police General Dionardo Carlos na haharap sa imbestigasyon si P/MGen. Arthur Bisnar
ng Directorate for Human Resource and Doctrine Development o DHRD.

Ito ay makaraang matanggap ni Gen. Carlos ang report ni P/Col. Randy Glenn Silvio, ang hepe ng PNP Criminal Investigation and Detection Group (PNP CIDG NCR).

Sinabi ni Gen. Carlos, may dalawang paraan para maimbestigahan si Bisnar.

Ito ay sa pamamagitan ng PNP-IAS o kaya ay sa pamamagitan ng Grievance Committee na pinamumunuan ng PNP Deputy Chief for Administration.

Ano man ang rekomendasyon ng mga ito ay isusumite sa hepe ng Pambansang Pulisya.

Si Bisnar ay inireklamo nina Col. Silvio dahil sa malulutong nitong pagmumura sa kanila dahil lamang sa hindi pa natanggal na gate na kanilang pinapaalis, dahil nasa kontrol na ito ng kontratista.

Bahagi ng complaint sheet ni Silvio: After a few minutes, PCOL RANDY GLENN G SILVIO, RC CIDG-NCRFU arrived on board his private vehicle to attend the Monday flag raising and daily accounting of personnel, but cannot pass through since the vehicle of PMGEN BISNAR was blocking the way, at this juncture PMGEN BISNAR recognized his vehicle and approached him and accordingly, PMGEN BISNAR angrily asked what causing the delay in removing the RFU NCR GATE and shouted “NANGANGAYA KA EH PUTANG INA MO KA!, SINABI KO NA SA IYO YAN MATAGAL NA, PANU MAKAKADAAN ANG TAO DIYAN!” and go on to say “PUTANG INA MO KA GLENN, MAGAN KA!” wherein PCOL SILVIO calmly answered “HINDI NAMAN SIR, NIRERESPETO KO PO KAYO” and explained that the removal of the gate was already on schedule within the week and just waiting for the contractor but PMGEN BISNAR kept on shouting “TINGNAN MO TAO MO MAY BRACELET, PUTANG INA MO KA!, O ANUNG ORAS NA? MAY FLAG RAISING, BAKIT HINDI KA NAKA UNIFORM?” and again PCOL SILVIO apologized and calmly answered, “7:20 AM PA LANG PO AT PAPASOK NA NGA PO AKO” then afterwards, PMGEN BISNAR boarded his vehicle and left the NCRFU compound.

Itinuturing nila itong “erratic behavior” at “conduct unbecoming of an officer and gentleman” kaya’t sila ay humihingi ng kaukulang imbestigasyon. (JESSE KABEL)
