KINALAMPAG ni Anakalusugan Party-list Rep. Mike Defensor ang mga ahensya ng gobyerno na lagyan na ng tao ang 187,000 bakanteng posisyon lalo na’t milyon-milyon ang walang trabaho.

“The government is the country’s biggest employer. It can ease the unemployment problem by hiring personnel to fill job vacancies, for which there are funds in the annual budget,” ani Defensor.

Base aniya sa 2022 national budget document na isinumite sa Kongreso, umaabot sa 1,899,747 ang permanent position sa buong burukrasya.

Gayunpaman, sa naturang bilang ng permanenteng posisyon, 1,721,753 lamang ang may tao kaya may bakante pa na 177,994.

Pinondohan aniya ng Kongreso ang sahod ng mga empleyadong ito subalit dismayado si Defensor dahil hindi nilalagyan ng mga tao.

“We should stop this practice by compelling agencies to hire needed personnel. Funds for salaries should be used for salaries,” ayon pa sa mambabatas.

Mas binibigyan umano ng pansin ng iba’t ibang ahensya ng gobyerno kasama na ang local government units (LGUs), ang pagkuha ng contract-of-service (COS) at job-order (JO) workers imbes na maglagay ng tao sa mga permanenteng posisyon.

“These contractual personnel have already been doing the job of those who are supposed to occupy the vacancies. They are not hired on a permanent basis perhaps because they lack certain requirements like civil service eligibility,” ayon sa mambabatas.

Tinataya ni Defensor na 530,000 COS, JO workers ang nasa burukrasya gayung puwedeng ibigay sa mga ito ang mga permanenteng posisyon.

Sinuportahan din ng mambabatas ang panawagan ng mga empleyadong ito na bigyan din sila ng yearend gratuity pay na P10,000 bawat isa.

“President Duterte may grant their request. The DBM can source the needed funds from savings,” ayon pa kay Defensor. (BERNARD TAGUINOD)
