APRUBADO ng Senado sa ikatlo at huling pagbasa ang franchise renewal ng Maynilad Water Services Inc. at Manila Water Company, Inc., sa ginanap na sesyon nitong Lunes ng gabi, ayon kay Senador Grace Poe.
Sa pahayag, sinabi ni Poe, chairman ng Senate Committee on public services, na 23 ang apirmadong boto at walang abstention ang nakuha ng dalawang kumpanya para sa 25-taong panibagong prangkisa.
Ayon kay Poe, mananatili sa Maynilad ang paghahatid ng serbisyo sa west zone ng Metro Manila kabilang ang lalawigan ng Cavite sa ilalim ng House Bill N. 9322 habang sa Manila Water naman ang east zone ng Kamaynilaan kabilang ang lalawigan ng Rizal sa ilalim ng HB 9423.
“In the next 25 years, we must challenge our water concessionaires to be able to provide better water services in the new normal with clear long-term goals and short-term targets that would address water scarcity,” ayon kay Poe.
Sinabi ni Poe na nabigyan ng concession agreement ang dalawang kumpanya para sa paghahatid ng tubig at sewerage services noong 1997, kabilang sa bagong kasunduan ang amendments na nagtatakda ng mas mataas na expectation sa water services providers.
“One of the amendments requires the concessionaires to submit a completion plan for the establishment and operation of water, sewerage and sanitation projects covering a period until 2037 that includes five-year completion targets with the end goal of achieving 100-percent combined sewerage and sanitation coverage,” ayon sa panukala.
Ayon pa kay Poe, nakatakda din sa iba pang amendments ang kasunduan na nag-utos sa concxessionaires na magsagawa ng mekanismo upang maikasa ang konsultasyon sa stakeholders sa kanilang serbisyo at lumikha ng trabaho na bibigyan ng prayoridad ang residente ng lugar na kung saan may operasyon ang kompanya.
“Delivering a public service, especially one as essential as water supply, means putting the well-being of the community and its people first.
More than providing accessible and affordable clean water, we must collaborate with the people we serve to know how we can deliver better,” ayon kay Poe.
“The Revised Concession Agreement also includes a tariff freeze until December 2022 where the National Capital Region won’t experience an increase in water rates until next year,” ayon sa panukala. (ESTONG REYES)
