SISIMULAN sa Lunes ng Mababang Kapulungan ng Kongreso ang marathon hearing sa kanilang economic Charter change o Resolution of Both Houses (RBH) No. 7 na kahalintulad umano ng RBH No. 6 ng Senado.

Sa press conference sa Kamara, sinabi ni House Majority Leader Manuel Jose Dalipe na sisimulan ang pagdinig sa RBH No. 7 sa Lunes kung saan target nila magkaroon ng tatlong beses kada linggo na hearing.

“We’re going to hear it for a couple of weeks until all questions have been satisfied… With three hearings a week I’m sure we’ll be able to act with dispatch on this measure,” pahayag ni Dalipe kung saan iko-convence ang Kapulungan bilang Committee of the Whole at tatayong chairman si House Speaker Martin Romualdez.

Samantala, nadagdagan ang isyung pinagbabangayan ng dalawang kapulungan ng Kongreso hinggil sa economic Cha-cha matapos magtalo ang mga ito sa usapin ng joint voting na inilagay ng Kamara sa kanilang resolusyon.

“Our basic law does not say whether the House of Representatives and the Senate have to vote jointly or separately on Charter change,” paalala ni Senior Deputy Speaker Aurelio “Dong” Gonzales Jr. sa Senado matapos punahin ni Sen. Jinggoy Estrada ang bersyon ng Kamara na may nakasaad na voting jointly imbes na separately.

Malinaw aniyang nakasaad sa Section 1, Article XVll o Amendments and Revisions of the Charter na “Any amendment to, or revision, of the Constitution may be proposed by: 1) The Congress, upon a vote of three-fourths of all its members…”.

“Those four words are not in the Constitution. Our colleagues in the Senate cannot and should not insist on that language. I am not a lawyer, but that is unconstitutional, as lawyers would say. We in the House chose to be true to our basic law by quoting exactly what it says, no more, no less,” giit ni Gonzales.

Samantala, naghahanda ang iba’t ibang grupo sa malakihang kilos protesta sa Linggo, Pebrero 25, na isasagawa laban sa Cha-cha kasabay ng paggunita sa ika-38 anibersaryo ng EDSA People Power Revolution na nagpatalsik sa pamilya ng diktador na si Ferdinand Marcos Sr. noong Pebrero 25, 1986.

May temang “Tuloy ang laban ng EDSA! Biguin Ang Cha Cha” ang kilos protesta ay dadaluhan ng iba’t ibang sektor kabilang ang religious leaders na nagkaroon ng malaking papel sa Edsa People Power Revolution noong 1986.

Ayon naman kay Albay Rep. Edcel Lagman, hindi kailanman mabubura ang Edsa Revolution dahil bunga ito ng 14 taong pakikibaka ng sambayanang Pilipino laban sa diktaduryang gobyerno ni Marcos Sr.

“It is an enduring legacy which Filipinos must cherish, defend, and uphold against the malevolence of historical distortion and revisionism, and the importuning of those who would attempt the repetition of an inordinate aberration,” ayon pa sa pangulo ng Liberal Party (LP).

Nilinaw rin ng mambabatas na hindi rebolusyon ng mga elitista ang EDSA kundi pinaghirapan ito ng masang Pilipino at middle class na siyang biktima ng mapaniil na gobyerno ni Marcos Sr.
