WALANG palakasan at political connections sa pagtatalaga bilang public managers ng gobyerno.
Sa katunayan, ang pagpili bilang Marcos admin officials ay base sa merito at kakayahan na magampanan ang kanilang government functions.
Sa idinaos na Public Leaders’ Summit (PLS) ng Career Executive Service Board (CESB) noong nakaraang linggo, sinabi ni Executive Secretary Victor Rodriguez na, “public managers must enhance their strategic thinking skills, practice foresight, act with agility, behave with integrity, and “unite as one public servant with purpose”.
“The President yearns for a decent future for all Filipinos and nothing less,” ayon pa rin kay Rodriguez sa talumpati nito sa Philippine International Convention Center sa Pasay City.
Binigyang diin nito na hindi makakamit at mapagtatagumpayan ng administrasyon ang vision ni Pangulong Ferdinand Marcos Jr. Kung walang tulong mula sa career executive service officers (CESO).
“You (the CESOs) will set the tone for the outcome of the President’s vision,” aniya pa rin.
Habang ang CESOs ay nakapag-navigate sa VUCAD (volatility, uncertainty, complexity, ambiguity, and diversity) world, sinabi ni Rodriguez na “there are certain attributes and skills that public managers must still develop to thrive in the present context.”
Tinalakay sa two-day summit na may temang “Leading Change: Focus on the Core”, ang CESO functions para sa good governance at maging ang kanilang “competencies, mindsets, and values,” na kailangan para i-navigate ang daan ng public service.
AFP, PNP may bagong hepe
Kaugnay nito, opisyal nang itinalaga ni Pangulong Marcos Jr. si Lt. Gen. Bartolome Vicente O. Bacarro, commander ng Armed Forces the Philippines – Southern Luzon Command bilang bagong AFP chief of staff.
“The change of command for the new AFP chief of staff will be on August 8. This will give time for Gen. Bacarro to wind down at the SOLCOM and provide him with the transition to his new position in Camp Aguinaldo,” ayon kay Press Secretary Trixie Cruz-Angeles.
Nagtapos sa Philippine Military Academy, si Bacarro ay ipinanganak noong Setyembre 18, 1966 sa San Fernando, La Union. Nagtapos siya sa upper quartile ng PMA “Maringal” Class of 1988.
Sinabi ni Cruz- Angeles na si outgoing CS-AFP Gen. Andres Centino, kaklase ni Bacarro sa PMA, ay kandidato naman para sa isang bagong posisyon na akma sa kanya.
“Based on RA 11709, Gen. Bacarro will be the first CSAFP to be given a fixed three-year term,” ayon kay Cruz-Angeles.
Sa kabilang dako, itinalaga naman si Lt. Gen. Rodolfo Azurin Jr. bilang bagong PNP chief.
Si Azurin ay ang hepe ng Area Police Command-Northern Luzon at mayroon pang isang taon sa serbisyo.
Sina Azurin at PNP Directorate for Operations Maj. Gen. Val de Leon ay kapwa kabilang sa PMA Class of 1989.
Samantala, itinalaga naman bilang Director ng National Bureau of Investigation ang long-time assistant director sa tanggapan na si Medardo de Lamos.
“Director De Lemos rose from the ranks and his appointment as NBI Director is a strong indication of President Marcos’ commitment in strengthening the system of ‘meritocracy’ in the promotion, placement and hiring of government personnel,” ayon kay Cruz-Angeles.
Si De Lamos ang kasalukuyang OIC na pumalit kay dating director Eric Distor na appointee naman ng dating administrasyon.
Siya rin ang itinuturing na pinaka-senior official sa NBI at nagsilbi sa tanggapan sa loob ng halos apat na dekada.
