PINAHINTULUTAN na ni Pangulong Rodrigo Roa Duterte ang pagbibigay ng one-time service recognition incentive (SRI) na nagkakahalaga ng P10,000 kada isang kuwalipikadong empleyado ng gobyerno.

Sa ilalim ng  Administrative Order (AO) 19  na nilagdaan ni  Duterte, ang pagbibigay ng SRI ay alinsunod sa implementasyon ng Joint Resolution 4  na tinintahan noong HUnyo 17, 2009, na pinapayagan ang pagpapalabas ng insentibo bilang rewards para sa mga loyal at exceptional financial at operational performance ng empleyado ng gobyerno.

“Government employees deserve to be rewarded to recognize their collective and unceasing participation in and invaluable contribution to the Administration’s continuing efforts toward the establishment of streamlined government processes and more responsive delivery of public services,” ayon kay Duterte sa AO 19.

Nakasaad sa AO 19 na ang  P10,000-cash bonus ay matatanggap ng manggagawa  ng national government agencies kabilang na ang nasa  state universities and colleges at government-owned or -controlled corporations (GOCCs), na may posisyong “regular, contractual, o casual positions.”

“The payment of the SRI to all qualified government employees shall not be earlier than 20 December 2019,” ang nakasaad pa rin sa AO.

Ang Armed Forces of the Philippines, Philippine National Police,  Bureau of Fire Protection, Bureau of Jail Management and Penology,  Bureau of Corrections, Philippine Coast Guard, at National Mapping and Resource Information Authority ay makatatanggap din ng SRI, ayon sa AO.

Nakasaad pa rin sa AO 19  na ang pagbibigay ng cash incentives ay sinasabing subject to government employees  na nagtatrabaho sa ilalim ng “regular, contractual, or casual,” arrangements aat nananatiling nasa government service sa petsang  November 30, 2019.

Ang mga civilian personnel ay kailangan na nakapag-serbisyo na ng apat na buwan.

Ang mga empleyado naman na nakapag-trabaho ng kulang sa apat na buwan ay makakakuha lamang ng 40 percent pro-rated share ng  SRI, habang iyon namang nag-trabaho sa gobyerno ng wala pang tatlong buwan ay makakakuha naman ng 30 percent pro-rated share ng insentibo.
