NAGHAIN ng isang panukalang resolusyon si Senador Risa Hontiveros upang magsagawa ng Senate-led ‘comprehensive audit ng operasyon ng Bases Conversion and Development Authority (BCDA) at paggamit ng Armed Forces of the Philippines (AFP) sa share nito sa kinikita ng naturang ahensiya.

Sa pahayag, sinabi ni Hontiveros na kanyang inihain ang Senate Resolution No. 520 sa gitna ng kuwestiyonableng remittances ng BCDA upang pondohan ang modernization program ng AFP.

Ayon kay Hontiveros, nananawagan ang naturang resolusyon ng imbestigasyon, sa tulong ng pagsasabatas hinggil sa paggamit ng AFP sa kinikita ng BCDA mula sa pagbebenta ng military assets “upang matiyak na itinataguyod ang mahahalagang national security interest.”

“Ngayong patuloy ang banta ng terorismo at ang panggigipit ng China, kailangan natin siguraduhin na may sapat na pondo para sa modernisasyon ng ating sandatahang lakas. We need to conduct a comprehensive audit of the proceeds from BCDA’s operations over the years, to determine whether the AFP has been receiving its rightful share of such proceeds to finance its modernization projects,” ayon kay Hontiveros.

Sinabi ni Hontiveros na nananawagan siya ng imbestigasyon matapos ibulgar ni General Gilbert Gapay, Chairman of the Joint Chiefs ng AFP, na nabigo ang BCDA na mag-remit ng P13.2 bilyon mula sa kinita nito na para sa military na itinakda ng batas.

“The Bases Conversion and Development Act (RA 7898) mandates the BCDA to remit 35 percent of proceeds from the sale of former military reservations to help finance the different projects under the multi-year AFP Modernization Program,” ayon kay Hontiveros.

Ngunit, pinabulaanan ng BCDA ang paratang na nabigo silang mag-remit ng P13.2 bilyon sa AFP dahil nakatabi lamang ito sa Bureau of Treasury na naghihintay ng apppropriations.

“The conflicting claims of these two agencies should be investigated and reconciled. Nasaan na ba talaga ang P13.2 billion na hinihingi ng AFP? Bakit hindi pa ito ginagamit para pondohan ang mga kailangan na barko, eroplano, weapon systems at ibang kagamitan?,” ayon kay Hontiveros.

Ayon kay Hontiveros, matagal nang kinukuwestiyon ng government auditor kung paano nakatatanggap ang AFP ng hati nito sa kinikita ng BCDa mula sa pagbebenta o disposisyon ng military properties.

“A Commission on Audit (COA) Annual Audit Report in 2017, which found that the AFP had no share in the proceeds derived from BCDA operations in military camps outside Metro Manila, including the Clark Special Economic Zone, and recommended that legislation to correct this deficiency be enacted by Congress,” ayon kay Hontiveros.

Sa isang hiwalay na ulat, natuklasan ng COA na naiwan ang AFP at hindi nabigyan ng hati nito sa kinita nang ibinigay ng BCDA ang isang malaking ari-arian sa Taguig City noong 2008 na inupahan ng SM Prime Holdings Inc., sa pagtatayo ng community at retail complex kabilang ang SM Aura.

“Despite the BCDA’s claims of record remittances, the fact remains that there is still a whopping P300 billion worth of unfunded projects in the AFP Modernization Program which are yet to receive a single centavo from the BCDA.

Hindi katanggap-tanggap ito,” aniya.

“Any shortage of funding for the AFP modernization program seriously threatens our ability to protect Filipinos from various threats, including terrorist attacks and aggression by foreign countries in our territorial waters.

Ang bawat piso na hindi naibibigay sa modernisasyon ng AFP ay naglalagay sa buong bansa sa alanganin,” giit pa ni Hontiveros. (ESTONG REYES)
